USTIN MUTUAL Russia, Poland Sign Trade-Credit Agreement MOSCOW. Jan. 2S-f Rus sia has signed with Poland a trade-credit agreement providing for exchange of more than a billion dollars worth of goods. The newspajer Evening Mos cow said the agreement was a demonstration of the Soviet Un ion's alternative to the Marshall Plan lor its eastern allies. The SlfiO.uOIUXiO credit granted to Poland under the agreement was described as by far the lar gesct ever extended by Kusxia to anyone. The credit is for a four-year period. Eccles Slated to Go as Reserve Board's Head WASHINGTON. Jan. 27. l.V President Truman today noti fied Chairman Marriner S. Eccles of the Federal Reserve Imard of Governors that he is designating a new leader for that group. An exchange of correspondence made public by the White House lisclosed that Eccles will remain on the board as vice chairman. Thomas llayard McCalx of Philadelphia was appointed to the board yesterday but then was no confirmation of repoi-ts 'hat he will replace Eccles as chairman.
