ROAD TO THE COAST r a f Uy CHARLES V. STANTON The Douglas County Court, in plugging for u road to the coast, will urge a water grade route to liecdsport, it has been announced. The project of a road from the Central l'nip(ua Basin to a deep water harbor is expected to be one of the principal issues at the hearing to lie held in Coquilk' before the interim committee investigating Oregon's high way needs. Civic leaders in Coos County are anxious to develop r. route between Iloseburg and Coos Kay and thus channel lumber movements through the Tort of Coos IJay. Hut, judging from the editorial comment in the Coon Hoy Times, there is li(tle inclination to change the route from its pre sent course through Bridge, Myrtle Point and Coquille. The present Koseburg-Coos Bay highway is a very' crook ed road with many steep grades. Modern engineering and expenditures of large sums of money doubtless could produce much improvement in the grade and alignment, but it is not feasible to transport heavy loads up and down mountains, and mountains cannot be avoided if the coast route is built on the existing location. On the other hand, a water grade into Reedsport can be secured at much less expense than would be involved in re building the Roseburg-Coos Bay highway for commercial purposes. A fairly good road now exists west of Sutherlin on what it locally known as the Dodge Canyon route. The few minor grades and sharp curves between Sutherlin and the crossing of the Cmpqua River could be cased at moderate cost. In improving this road, which is already a secondary state highway, the plan calls for relocation along the river shelf, rather than crossing the mountains into Kellogg, and a bet ter route between Kellogg and Klkton, thus placing almost the entire road into Klkton on water grade. There are no .steep grades between Klkton and Reedsport. Authorization for widening the Scottsburg-Reedsixirt section already has been given by the highway department, while work has been underway for considerable time in the Kellogg district. Should the state find reason to change designation of this route from a secondary to a primary highway and develop it for commercial use, a first class truck road could re sult, providing an economical route for truck transjwrtation of lumber to tidewater. Furthermore, and this is the ar gument uppermost in the minds of the county court, all of the route lies in Douglas County and the road would termi nate at a Douglas County port. Advocates of the Coos Bay route point out that the Port of Coos Bay is apt to have a deep water harlxir, capable of handling fully loaded lumber schooners sooner than such im provement can be anticipated for the port of l'mqiia. But. as the court points out, studies are now in progress for deep ening the Port of I'miMjua, and, as the improvement work is ifus exjiensive than that of Coos Bay, it is entirely possible the lmMtia might be first with a deep harbor. At leant, it If) claimed, it would be possible to partially load lumber boats at RoedsKrt and move them to Coos Bay for finish ing their cargo. Personally, we are sympathetic to the Port of l'nixua routing, although there may be some good argument in the matter of a larger and dreiier harbor at Coos Bay. That question will In' lietter answered when the Army Knginrcrs have announced their plans and money actually has lieen av propriated for harbor work. But, to our mind, one tiling is evident: we need anil must have, nt the earliest possible date, a good commercial road between the Roseburg area and a deep water port used by ocean going and coastwise cargo carriers. At present the lumber market is favorable to rail ship ments. Our lumber producers are not greatly concerned as long as they are in a profitable market. But the day will come when successor failure in lumber production will hinge upon a few cents difference t thousand board feet in trans portation costs. A commercial road to the coast, giving ac cess to the export market, could then mean a matter of life anl death to our industry. H lakes time to deepen harlxir and build roads. We have every hope, and good reason to believe, that the lumber mar ket will remain favorable for several years. But while we are enjoying these favorable conditions, we should be look ing forward to the time when the outlook may not W so rosy. If we fail to get an early utart on the improvements we will need at some future date, we may suffer a severe H'iialty for our delay.
