The vote on Austria was 8 ot 1, with France and Poland abstain ing. The vote on Italy was 9 to 1, with Poland abstaining. The action came after the United Nations Security Council had rejected Hungary's applica tion for U. N. membership by a vote of 1 to 1, with nine absten tions.
