Sandy, Oregon Director of Veterans' Af- fairs, advises. Sandy explained that these bonds, while non-negotiable for five years by the veteran himself, may be cashed In by survivors In the following order, In event of the veterans' death: First, wife (or husband) and children In equal shares; and sec ond, the parents tor ffranclpar enls, or parents through adop tion). Neither brothers, sisters nor other relatives are eligible 1o receive payment. If the vet eran left none of the above listed survivors the bonds revert to the government. The survivor should write to the District Federal Reserve Hank, San Francisco 20, Califor nia for the proper forms, which must be processed through that bank before the bonds can be con verted. In the case of World War II veterans who died before apply for their terminal leave bunds, the survivors should go to a post' office, a veterans' service officer, or the Department of Veterans Affairs in 1'ortland or Salem for the proper application blanks. Further information can be ob tained locally at the Hon land Reserve Hank, 731 S. W. Stark Street. National Anglers' Week Expected to See Record Rush By JIM BECKER AP Newsfeatures Sports Writer National Fishermen's Week. April 26 to May 3, will find an unprecedented number of anglers on the Job, battling game fish off rioiiuus neys, laMinjf. lor iruui in the Rocky Mountains and far western paradises and tangling wttn wise salmon in rew t-ng-land. The week and thp season that follows will be watched closely for signs of "over-fishing" of the nations streams and lakes by state fish and game commission ers. Hunting, fishings companion sport, has seen shorter and short er seasons and smaller and small er bag limits since the post-war revival of the sport brought a rush of nlmrods to the woods and hunting grounds. The new flock of anglers may produce the same result. However, planting and stock Intr of fish throughout the nation ! ha9 been going forward and no section predicts a serious "fish shortage." Northwest Gets Attention In the great Northwest, hatch eries have been operating at full blast and Washington expects the trout season, especially the first two weeks, to be "good." Plant ings in that area have consisted of larger size trout, and with a late opening of the season, fish ing should be Improved. In addition, the Northwest sur veys the fishing future with con fidence. The state game depart ments In the area have complete ly cleaned many lakes where game fish had deteriorated and restocked them, and these lakes will be back in the picture soon along with many which were neglected during the war and are being renovated. Fees Hike Aids Program There'll be no shortage of game fish In the famed Rocky Mountain trout streams and lakes, but angler's fees generally are higher and bag limits have been reduced. The Increased license fees are slated to aid the greatly expand ed production program In the area s nsnenes. Montana borne of 16.000 milt's of cascading trout streams and 1.589 lakes will plant no fish less than four or five inches long after next year. However, there are so many re mote lakes and streams In the Rockies that natural reproduc tion takes care of much of the area's re-stocking problems. Many of these lakes are beine cleared of predatory fish to make lite easier tor rainbow, Locklaven, Dollv Varden and eastern brook trout, sockeye salmon, whttefish. Florida Awaits Influx Florida, where more than 650 varieties of game fisn ranging from the Honda lobster to the giant tuna abound, expects a ban ner season and no shortage of fish. South Florida alone antici- pates 150,000 visiting anglers during National Fisherman's Week. These fishermen will be spread along the bridges that link the Florida keys, on the state's lakes and streams, or in the famous fishing grounds of the Bahamas, battling tuna, suilfish or marlin. Numerous fishing tournaments with large cash prizes are expect ed to draw record entries during the season with 3fif).0()0 antici pated lor the Metropolitan Miami event. State Conservationist J. T. Hurst has farts and figures to back up his "no shortage' com ment. Some fishermen, however, aren't so sure. An innovation in Florida wa ters is the "flying fisherman" service In which a plane com plete with tackle, bait, lunch and rubber boats can be had. Un der the guidance of "pilot-fishermen" personnel the plane re mains in the air until a school of fish is spotted. It alights and the fishermen set out In the rub ber boats equipped with outboard motors to pursue their sport. The service is being offered by two companies. The cost-$107 dailv for three people. Oregon Colleges Forced to Prune Building Programs PORTLAND, April 21.-W1 Expansion of college and uni versity plants to care for expected enrollment increases next fall drew some favorable action from me htate Hoard or Higher Edu cation Saturday, but drastic Edu tailment of the permanent build ing program was reported neces sary because of high costs. The board approved a reeom-' mendalion by President A. U ' Strand of Oregon State College ' to postpone indefinitely modern ization of the home economics building. Plans for a home man agement house will be prepared instead. The modernization of the home economics building was one phase of a $5,000,1X10 system-wide build ing program tor which voters au thorized 54,000,000 two years ago. The board had asked the legisla ture for $3,500,000 to augment the building fund In view of cost increases, but the money was not appropriated. The university was authorized to prepare detailed plans for the new women's dormitory bo that further steps can be taken if bids are favorable pn two big college ; projects when opened May 13. To , facilitate financing of bond is- j sues for dormitories throughout the system, the board agreed to meet the cost of heat, water and electricity from general funds. Transfer of the chemical en gineering department at O. S. C. from the chemistry building to the new industrial building, and the remodeling of its present quarters for general chemistry use, were authorized. A college request for more temporary fa cilities was carried over to a later meeting for further study of financing plans. An Increase in dormitory board rates at all institutions of $4 per month, eflective this summer ses sion, was approved to - cover higher lood and labor costs. Koom charges were changed from a monthly to a term basis with an increase equivalent to about $J a month. Only minor changes in general fees were approved for next year, one being a decrease to en courage more diploma students In nursing education, and an in crease in fees at the dental school to place it on a compara ble basis with the medical school. The increase is $10 per resident and $20 for non resident students per term.
