It was a good parade. It was not hard to tell what sea on of. the year It was by watch ing It, I watched the Easter pa rade last soring and, although I might have missed it, and I surely must have, I never saw anything in the parade that gave a clue to the day it was held in honor of. StIU, as I watched the parade of the Churches. I couldn t help but realize the good that could come about if they were to band together permanently; if they were to pool their strength, their finances and their talents, how much more could be accomplish ed. Then the church might become a com petitor to the various places of emusement that claim the cream vf the nation as their patrons. While America is still a splen did nation, one has only to com pare the attendance of the l-hurches with the crowds that throng the theater, the dance . halls and other places of amuse ment to realize that we have be come a nation of people who are "lovers ot pleasure more than the lovers of Cod," although I admit that attendance at a church is not a sure aign of a love of Cod, or neignnor. But there Is no denying that people are plrasure bent thrill hunters who must be constantly entertained. Many are bound to nave whatever tney imagine will please them even at the expense of home, friends, loved ones and cecent behavior. it is a challenge to the churches. So much has been said lately about compulsory arbltra lion. I think It would be a good Jdea to require the heads of churches to meet several times a year to try to lion out the differ ences between them to show that they were at least trying to be come a "house united. So I sav. let's have more on racli's. more nrrasions to show that the churches are Interested In each other, because who will believe the church Is interested In thorn when they are not in earn other. Fishing Views Aired From Sad Experience Allow me to express my Inter est and pleasure in reading your views on affairs, especially on lishlng. I notice that the Rod and ,un Club wants to conserve sal uion, and has suggested various Ideas, one in particular to limit their lane. Most of those boys live long the river, farm and keep cowi and f'.sh simply because It's 4 uione)-, Ucur .betas ANNEXATION PRO CLEMS By CHAKLKS V. STANTON Resident of the Riverside area, suburban district imme diately nortfi of Roseburg, are considering; a request for annexation to the City of Roseburg;. This is an action already too long; delayed, but apt to be still further post poned unless the current session of the state legislature, to gether with the voters of the state, provides amendment to the state's archaic 6 per cent budget limitation law. If the City of Roseburg should seem reluctant to enter into annexation proceedings hurriedly, it is not because of any lack of desire to embrace the district and extend the city boundaries. It is, rather, a problem of finance resulting from continuance of a law which is a most serious barrier to expansion and development The Riverside community problem. Congestion is such installed immediately as a safeguard to health. Through an nexation the district could take advantage of bonding pro visions, the city g disposal Annexation would be less expensive than setting up a This problem is not exclusively confined to the Riverside area. Sections of West Roseburg are in a more acutely press ing situation than Riverside. A most critical health menace exists. Other rapidly expanding suburban districts abutting the city limits should be brought into the municipality. But the City of Roseburg cannot afford to extend its boundaries allong as the 6 per cent amendment to the state constitution remains in its present form. This limitation permits the city to increase its tax budget only 6 per cent annually IN DOLLARS. There is no provi sion whereby the tax base may be increased in proportion to assessed valuation. Let's assume, for sake of illustration, that Roseburg's assessed valuation amounts to $1 million, while the River side area has a valuation of $1 million. Through annexation Roseburg's valuation would be increased to $5 million. But instead of permitting a 20 per cent increase in tax base, the city still would be restricted to a 6 per cent increase in the amount of tax dollars to be raised for 'purposes of admin istration. Thus, if the city's budget amounted to $100,000, only $6,000 could be levied as additional tax, despite the greater assessed valuation, increased population, and en larged demand for municipal services. Obviously, until the budget limitation is amended, the City of Roseburg is effectively ting suburban areas, so seriously in need of municipal or ganization and service. Annexation would require police and fire protection, installation and maintenance of streel lighting, and other expensive services. Property own ers are required to pay for sewer installation, street paving, sidewalk construction and other such permanent, improve ments. But after cost of first construction has been paid by the property, the city is charged with expense of mainte nance. The City of Roseburg cannot assume this financial burden unless it can add to its income. The 6 per cent limitation law was a good measure at the time of its adoption in 1916. It has many advantages as a protection against tax abuses when community growth is normal. But it is a most serious detriment 4o expansion and development when growth is at an abnormal rate. It handi caps every governmental unit and is detrimental rather than beneficed to the taxpayer. The current legislature is expected to consider revision of the law. Because the limitation is imposed by constitu tional amendment, the legislature probably will be required to submit any proposed change to a vote by the people of the state. It is to be hoped that an act. permitting more flexibility in our tax program, yet protecting against extravagance, will result, and that municipalities will be freed of difficul ties nw preventing extension of benefits to abutting areas. Suburban communities adjacent to the City of Roseburg are most seriously in need of consolidation with the munici lality. The menace to health and proerty already is criti cal. Procedure to permit extension of the city's boundaries to those areas in need of municipal services is of greatest necessity. 13 P. M. The lake this year at Cushman for the C. R. P. DENTON Rapid growth since inception of the Umpqua Flying Club from 34 charter members to the pres ent enrollment of 70 is bringing about the purchase of the club's third airplane, a two-place Cessna,, and openings for 30 new members. The great enthusiasm for fly. lng has brought the club's mem bership up to a represntational cross-section or nearly every ac tivity in Douglas County, includ ing several high school students. While many of the members are taking flying lessons or con tinuing their membership ourelv for pleasure, numerous others maae regu.ar use ot tneir aerial talents in business trips through out Oregon. More than half of the present members have soloed In the club under instructor George Kelt and 20 have private licenses,- giving them Civil Aeronautics permis sion to perform flights at their own discretion. Adopting the motto. Take It Easy,'' upon forming the club, the organization has the reputa tion of never having a mishap or injury due to flying. Flying flights Gained . . The club's first airplane was purchased in February, 1946, fol lowed by Increased membership which brought about the buying of a second plane the following July. The new Cessna, now being sought at Eugene, will enable members to perform cross-country flights as desired. Members will now be able to fly at the basic cost of fuel and use of equipment. Several members have pur chased their own private air planes since Joining the club. either individually or by groups of flying enthusiasts. t Persons interested in joining this organization may apply for membership from any of the club's officers, President Ira Byrd. Douglas County Gets Publicity in Magazine Three prominent Roseburg Alumni, Douglas County fishing and logging resources, and a list of alumni and former students of University of Oregon are featured in two full pages of January's issue of Old Oregon, monthly pub lication of the Alumni Association of the University of Oregon. Stories appear with photo- fraphs of Mayor Albert G. Flegel, uperintendent of Schools Lula Craig Gorrell and U. S. Represen tative Harris Ellsworth. They are headed "Outstanding Roseburg Alumni," and with outlined data of their lives, political f arers and university affiliations. Douglas County scenic Illustra tions head a list of 180 alumni and former students of the Insti tution now residing within the county, with the caption, "Pro claiming that 'It's fun to live in the Umpqua Valley Douglas County citizens live up to their slogan. The scenery is grand, the climate makes living tun. Truly a combination that assures hap piness unlimited." 'Leave Town' Orders Given Pair of 'Drunks' Donald P. Crawford. 26. 307 S. Main St., was fined $30 for drunkenness and disorderly con duct Monday by City Recorder Ceddes. The fine was suspended on condition that he 'leave town,' Geddes said. Jack iR. Morton, Sutherlln, was fined $15 for reckless driving. Joe Cooper, transient, was ordered to "leave town" on dismissal of a drunkenness-charge against him. Charles Taylor. 320 W. Cass St., forfeited $15 bail on the charge of drunkenness in a public place, Geddes also reported. C. of C.
