It seems to this writer that the first concern of the new congress, In Its effort to write a new char ter, should be to provide a fairly equal BALANCE of power be tween management and labor. All sound, honest, sincere busi ness men know by experience that better, more workable agree ments ensue when the parties to the making of them arc fairly equal in power, In such cases, dis tribution of the benefits Is apt to b reasonably equal and so the agreements work out harmonious ly and with mutual profit. THE President devotes consider able space and time In his message to exposition ot the theme that he and the members of congress possess the power In the next two years to "mold the future of the nation" for lasting peace and unprecedented pros perity. He says: "If in this year and in the next we can find the right course: to take as each Issue arises, and If, In spite of all difficulties, we have the courage and the frcsolu- lion to Ink that course, then wr snail achieve a state of wcllbelnfc tor our people without precedent In history." Ho adds: "And If we continue to work t.ith the other nations of the orld earnestly, patiently and wisely, we can-granting a will for peace on the part of our neighbors -make a lasting peace for the world." THAT Is to say, the President and congress should work to gether for the highest welfare of the nation and the world, regard less (for the present, at least) of partisan advantage. That Is a rather Idealistic hope. But not TOO Idealistic. We have proved over and over In our his tory, that we can work together IN AN EMERGENCY. We proved that in the late war, which we entered weak and al most helpless and from which we emerged strong and united anil victorious. If we had remain ed strong and unlti-d after vic tory, as we were before, all our problems of reconversion from war to n-aee minlil have been solved and we might now he well along on the road to the achieve ment of greater satisfactions out of life than we have ever known before. It has been disunion and hitter cuubbllng that have held us back. President Truman sugges' tion that we quit fighting among ourselves and begin to CO OPER ATE is an excellent one. STANTON Persuasive powers of Roseburg's new mayor, Al Flegel, must have been stretched to the limit in securing consent of Attorney A. N, Orcutt to serve as city attorney. Consent was gained only upon condition that Mr. Orcutt'g junior partner, J. V. Long, former district attorney, is to serve as assistant city attorney. Long probably will be called upon to do the major part of the work connected with the city attorney's job, but the fact that Mr. Orcutt will be avail able for consultation, advice and assistance is of much importance. Our personal opinion is that Mr. Orcutt is one of the most able men in Oregon on the matter of municipal law and finance. He has had long experience in that field, not only as attorney, but also as a city recorder in earlier days. He has served as attorney for municipalities, school districts and other corporate bodies throughout his many years in the legal profession, and thus has become thoroughly fa miliar with laws, rules and regulations pertaining to all phases of administration. The City of Roseburg will have many difficult legal and financial problems during the next few months. Change to the city manager form of government, scheduled July 1, will require much study and planning. A great deal of work will be involved in setting up a budget for the forthcoming year. Due to operation of the 6 per cent limitation law, the budget cannot be raised sufficiently to permit adequate municipal service to the growing community unless the council can find new sources of income outside a direct levy on property. In developing new sources of revenue, the city will need the most expert legal guidance. Annexation of existing suburban areas cannot be avoided much longer. Overcrowded conditions, resulting in a serious menace to health and safety, demand street improvements sewer installation, street lighting, policing and other serv ices for protection of health and safety of residents.. We predict that residents of these crowded areas soon will be demanding inclusion with the city. Annexation, however, cannot ,be undertaken until the budget limitation law has been amended. It is quite probable that the forthcoming scsession of the legislature will undertake amendments to the law, making it possible for dential areas for annexation boundaries is made possible, for annexations. Extension of deal of legal work, plus considerable engineering. Without prejudice to the ability of any attorneys who have Berved the city, or those who might be available or the position, it Is our opinion that the experience Mr. Orcutt has had in this particular field makes his appointment espe cially valuable. Mayor Flegel, luted upon the choice. The city's new administration entered upon its duties Monday night, at which time the old council surrendered its authority til the new officers. ' Mayor Flegel made few appointments at the opening session, but is known to be working on organization of com mittees, commissions and departments with a view to bring ing to the city's service the best possible talent'. DENTON Roseburg's Indians have two days left In which to prepare for their next Tri-County League test against St. Mary's Friday night at the Gael's court in Eugene. They vie with Elmira Saturday night. Coach Jack Newby sent his charges through intense work outs in brushing up on defense and rigid drills for breaking-in for scoring against these two clubs this week. Displaying signs of fatipue Saturday night when they edged over St. Mary's in their league opener, the Indians will definite ly be in top form for this week end's frays, Newby Said today. The San Francisco trip took its toll on all eight of the players making the trip the week pre vious to their opening test. St. Mary's, rated the darkhorse member of the tri-circuit, lived up to that rating In matching Eu gene High's highly-touted five in nre-season records and held the Axemen Until the fourth period with a strong defense. Roseburg won over the Gaels last week by a one-point margin in the final four seconds of play by way of a free throw by sub-forward Dick Nichols. The ileavers, loser of only one game In 15, trounced Washington Slate, 53 to 30, last night, wits Red Roeha, center and Northern Division scoring champion last season, leading the way with 20 points.
