Ruling Snags Insurance Plan of Store Employes SALEM, Ore., July 27 VP) Plans of a group of state em ployes to buy group hie insur ance struck a snag today when Attorney General George Neuner ruled that the secretary of state has no authority to make deduc tions from salaries for the pay ment of the insurance premiums. The insurance plan was to be voluntary, with deductions each month to pay the premium to the insurance company each month in a single payment. Auto Fire Put Out The fire department Friday night extinguished a small blaze in an automobile parked at a gasoline station at Oak and Stephens Sin. The fire was re portedly caused by a short circuit in the car's electric wiling. Dam age was slight, Fire Chief Glenn H. Taylor said. The car is owned by Leo Dunning, Roseburg. This is the first plant of lis k'nd In America. It will manufacture a needed pro duct of value from wood here tofore wasted. This plant repre sents a long stride toward greater utilization wood waste. Ordered constructed as a plant to produce alcohol for war, the .Springfield plant now is con sidered an extremely Important peacetime operation. Vast quan tities of alcohol are needed for ruhher production and other war devcltpcd peacetime uses. Such Iconol is produced cimer irom grain or molasseB. Grain is needed bv the hungry people of the world, and molasses must he used for making sugar. Mean while, nine large Industrial alco hol plants have heen closed due to the lack of molasses imports. The amount of grain going Into alcohol has been sharply cur tailed. In other words, every thing we said to the War Produc tion Board, the Department of Agriculture and the War Food Administration, supporting the contention that the Springfield plant should be built, is amply proven iy developments. The Civilian Production Admin istration (successor to the War Production Hoard), In a press re lease dated June 2(th, notes the declining production of alcohol from food sources and ends its statement with the following significant paragraph: "The Chemical Division of CPA is surveying the possibilily of granting priority assistance for the construction of new plants to be used In the production of synthetic methanol, butyl alcohol and ethyl alcohol from any non food raw materials such as saw dust and paper mill wastes." CONGRESSIONAL REORGANI ZATION Temporarily of secondary inter est in Congress right now Is an extremely important piece of legislation known as the bill to reorganize Congress. If this bill passes it will be known as the legislative reorganization act of lUHi. The bill is the product of a special committee known as the Lal-'oUette Maroney Committee, which, for nearly two years, has been holding hearings and study ing the problem of how to re organize, streamline and bring more efficiency into the legisla tive branch of the government. As passed by the Senate, the bill provides for sweeping changes in committee organization. In the House, it would eliminate more than half of the standing com mit tes. It would remove private claims from consideration by Congress and provides for the handling of such claims through the courts. It would eliminate congressional consideration of numerous hills which give con sent to the construction of bridges across navigable streams. For the members of both House and Senate this bill would pro vide a legislative assistant for each member, an increase in salary and retirement annuity plan which would be largely paid for by the members themselves. The bill contains some ninety pages and is too long and tech nical for any detailed discussion of it here. It represents a long step toward speeding up and im proving the work done by con gress without sacrificing any of I he essential qualities of our rep resenlative system. I refer to this bill as being of secondary Importance, because the OPA problem is now uppermost in the minds of the memliers. Since the bill con cerns all committees, Including the rules committee, makes sweeping changes in the rules themselves, authorizes appropria tions, and otherwise covers mat ters which are under the juris diction of several committees, the speaker was unable to refer the bill to anv one legislative com mittee. He, therefore, has been holding it and has now agreed to let it come on tne floor di rectly from his desk. In view of the fact that the LaKollctte-Mo- roney Committee actually did the work that is ordinarily done by a legislative committee, nothing is lost in the regular process bv having the bill come directly to the floor without first being re ferred to a legislative committee. The bill will be subject to amend ment on the floor, of course, but it is hoped that it will be passed substantially in the form ap proved by the Senate. MEAT BECOMING PLENTIFUL Unhampered by controls, meat is moving into the market at an ever increasing rate. I have just received a Department of Agri culture meat production report for the week ending Julv 13th. Here are the first two para graphs of this report: "Meat production under Fed eral inspection for the week ended July 13th totaled 327 mil lion nounds, according to the U. S. Department of Agriculture. This production was more than oouDie tne 149 million pounds In the preceding week and 21 per cent above the 271 million pounds produced during the correspond ing week of last year. "Slaughter of cattle under Fed eral inspection was estimated at 270,000 head, over twice the 127, 000 a week earlier and 9 per cent above the 248,000 a year ago. Beef production was calculated at 142 million pounds, compared with 67 million last week and 130 million a year ago. Logger Rescues Girl From Clackamas River OREGON CITY, Ore., July 27. itV) Morris Brownell, Valsetz logger, was credited today with saving Hazel Schaffer, Portland, from drowning in the Clackamas River. W. Burdick, manager of the Wenatehee Steam Laundry said today. The laundries had been closed until June 30, re opening four weeks ago and had operated until the new OPA bill became law.
