STANTON The Douglas County budget committee is reported to have rejected an appeal for funds with which to employ a county sanitary engineer. The committee doubtless felt it had ade quate reason for its action, but our personal opinion is that the matter was not properly presented to the committee or insufficient investigation was made, for, otherwise, we be lieve, the greatly needed safeguard to health would have been provided. : Few people, we fear, are aware of the great danger and menace to health occasioned by poor sanitation. We will be extremely fortunate if we escape epidemics and loss of life pending improvements to sanitary facilities. Already we have had several mild epidemics of dysentery. These may or may not have resulted from increasingly dangerous condi tions but, we believe, that if proper investigation could be made, the source of these epidemics could be traced directly to conditions which would quickly be remedied under proper supervision. Employment of a sanitarian is proposed as a state subsi dized project. The state, With federal cooperation, would pay one-third of the cost, while the county would assume two thirds of the expense. The City of Roseburg set aside $1,000 in its tentative budget to join with the county, which would leave less than $3,000 as the county's contribution. Both the county and city would receive back a considerable share of their investment through fees collected by the engineer in his inspections of restaurants, taverns and other places where foods or beverages are publicly dispensed. The budget committee, naturally, is concerned with future expenses of a new department. Experience has shown that such projects,, once started, keep growing and expanding, demanding more and more funds, while, at the same time, outside participating agencies gradually withdraw, leaving the county with the entire burden, or at least the greater share. Our county health department, county agricultural arid 4-H club departments are good examples. Yet the services rendered by these agencies are of extreme value. They have amply proven their Worth. Even those who once fought vig- orously to have them expunged from the county budget would rally to their defense today should efforts be made to dis continue them. If vc installed a sanitary engineer we could expect his work to expand and costs to go up in proportion. In that premise the county budget committee was not in error. But we also must consider the type of services, to be rendered and the. need for such service. - We have in Douglas County approximately 500 places dis pensing foods and-beverages. Soma could not conform to even the minimum standards. We have a sewage disposal problem that deserves imme diate attention. The fringe area around the city of Roseburg is as densely populated as residential' '-districts inWe the munipical boundaries, yet theso areas have no sanitary sys tems. Numerous cases of surface seepage and even open ditches are to be found some in heavily populated sections, lieptic tanks have been installed in black mud, despite the fact that this type of soil cracks open in summer months and permits effluent to rise to the surface of the ground. The county health department reports that approximately one-third of the calls received at the local office pertain to Unsanitary conditions. But the health department staff, al eady overworked, is not able to make the inspections neces sary for correction. It is true that a sanitarian would cost money, but we be lieve the service to bo rendered would well justify the expen diture. We would rather pay a little more in taxes than to see our children crippled with infantile paralysis, which many authorities now claim is a fly-borne disease, or num bers of people made ill, and possibly killed, by typhoid or other diseases resulting from unsanitary conditions. An effort will be made, at the time the county budget is given 'ft. public hearing, to have the item for employment of a sanitarian included. It is our personal hope the effort will be successful. Collins, memner of the Washington State PMA commit tee, said more than 80 cars of whole oats and 51 cars of gluten feed and gluten meal are now In transit to Oregon and Washing ton points. "We were also advised of two new sources of feed grains yes terday," Collins said. Redwood Firms Kfaks New Offer to Strikers EUREKA, Calif., June 18 UP) Redwood lumber operators to day offered an increase of 20 cents "an hour to striking lumber and sawmill workers in a move has tied up production since Jan uary 14. The proposed increase would establish a new minimum of $1,021 an hour. The redwood op erators cited similar increase by fir and pine producers. . In addition, the operators of fered further wage increases to skilled w or k e r s, Immediately Hnnn a rtttnrn tn wnrlc- rpriews to break a labor deadlock which an offer of a one-week vacation to all employes, -and two weeks for those with five years' serv ice; agreed to negotiate safety provisions consistent with condi tions in each operation; repeated a previous offer of maintenance of union membership, but again declined to accept the union shop demand by strikers. The union shop demand has been the principal obstacle to settlement. K" EEP in mind that matters in Europe are approaching a showdown. Both Byrnes (U. S.) and Bevin (British) have asserted that they are going to bring the peace treaty business "to a head this time. IF there is bluffing, it may be assumed that It will con tinue clear up to the last mo ment. The- city of Trieste, in north ern Yugoslavia, is the hot spot of the peace settlement, and If there are to be displays of force any where It may be assumed that they will come In that general area. IF the Russians are moving troops into advantageous posi tions In the Trieste area, It would be natural to assume that we and the British 'are moving troops in to counter-positions. It all serves to Illustrate the ex plosive nature of the crisis that Is at hand. THERE Is one other straw in the wind. A senate-house conference com mittee has tentatively agreed up on a nine-months extension of the draft until next March 31. With election coming up, nobody want ed to take action like that now.
