pathizers, was a "new step" in

REEDSPORFS PLIGHT

Protests of the City of Reedsport against inadequate
power service have aroused considerable attention through
out the state of Oregon. The Oregon Voter, which con
sistently has opposed public encroachment in the field, of
private industry, claims that Reedsport's threat to with
draw from the Public Utilities district reveals the weak
ness of permitting PUD's to extend service outside their
organized territory, while the Coos Bay Times angrily chal
lenges the position of the Oregon Voter, all of which, on the
theory that "the squeaky wheel

by an announcement recently

Consequently, a committee has been named by Reeds
port's mayor, John Skaaluren, to study the possibility of
installing a municipal system, with power to be generated
at "one of the Reedsport or Gardiner mills.
The big "beef" from Reedsport against the PUD centers
al'ound the fact that the Mountain States Power company
is able to furnish the power Reedsport needs, but the trans
mission line between Coos Bay and Reedsport must be
rebuilt to carry the increased load. The utility district
lacks funds with which to provide improved transmission
facilities. To obtain funds it would be necessary for thl
district to vote more bonds, thus' making it impossible to
receive relief for a long period of time perhaps a year
or more.
The City of Reedsport is not a part of the public utility
district and, therefore, is in a position to buy power where
it pleases. But the pinch comes in the fact that the distri
bution system within the city belongs to the PUD, which
will force Reedsport either to buy the distribution facilities
or install a complete new system if it decides upon a muni
cipal plant.
An alternative now under consideration by Reedsport's
special coirimittee is that the municipality give financial
aid "to the PUD in improving transmission facilities be
tween Coos Bay and the lower Umpqiia district, utilizing
electrical equipment to be made available through the
Surplus Property division of the Reconstruction Finance
Corporation.
While Reedsport is taking the bull by the horns, other
communities are watching with interest, for the condition is
one which prevails quite generally throughout Oregon,
particularly in Douglas county. Rapid development of the
lumber industry in Douglas county has placed a groat
strain upon power companies. The California Oregon
Power company has spent
install a new substation to supply the Sutherlin area, cut
ting that district off from the Roseburg station and con
necting directly with the high voltage transmission line,
The Roseburg station was greatly enlarged and new facil
ities were provided at Myrtle Creek. In spite of these ex
penditures and enlarged capacity, Copco has not been able
to keep pace with demand.
lhe Douglas JMectnc Cooperative has been forced to
refuse extension of its service to new applicants. The
cooperative has been planning since its inception to secure
energy from Bonneville through a transmission system
between Eugene and Drain. Work on this transmission
line was scheduled prior to the war, but hostilities inter
vened and took equipment which had been collected for the
job. A contract, however, was let recently and work is
now under way, but numerous delays have been encountered
and inability to secure equipment needed for a substation at
Drain probably will delay energizing the system to capacity
for many months. The cooperative now is buying power
from Copco.
The fact that Copco wus able to give a substantial, though
incomplete, measure of relief promptly, while the public
utility district must fuss around with elections and bond
issues before it can do anything for Reedsport, marks one
round for private industry, from an efficiency standpoint,
in the Public versus Private power fight.

Amendments to the federal
farm loan act, recently passed
by congress and approved oy
President Truman, increase the
scoDe of lending through National
Farm Loan associations and pro
vide machinery for expediting
procedure In connection with t ea
eral Land bank loans, R. L.
Strickle, secretary-treasurer of
the Douglas County and Coast
National Farm Loan associations,
announced today. . ..

may now make loans up to 65 per
cent or the normal value oi a
farm including its improvements.

bank loans were limited to 50
per cent of the normal value of
the land plus 20 per cent of the
pcrmament improvements.
By the same legislation, con
gress extended the time for mak
ing Land bank commissioner
loans to July 1, 1946, and provided
that the Land bank may purchase
commissioner notes and mort
gages whenever the amount
owing on them, together with any
prior mortgage to the land bank,
does not exceed 65 per cent of tht
normal value of the farm, includ
ing improvements. When the
bank makes such a purchase, Mr.
Strickle said, the borrower's rate
of interest is reduced by 1 per
cent to the rate at which the
bank makes first mortgage loans.
Mr. Strickle explained that bor
rowers can pay part or all of their
