Nazi Navy No Longer On Offensive, Gadow Says MADRID, June 2-(AP) Rear Admiral Richard Gadow, retired German naval officer, de clares the German navy is fin ished as an offensive force and now is "in process of reorganiza tion." Writing in the Deutsche Allge melne Zeitung, Gadow, who is considered tho principal spokes man for the German navy, said the answer to the . question where are our U-boats and heavy warships" was that they were at the bottom of the sea.
