First of Stiltner Trials Hears End The circuit court hero continued to he onRaRPd today with the trial of Woudrow Siillnw who w.is Indicted hy the Brand jury on a cliarpe of rape. Completion of the case was anticipated dur ing the afternoon and prepara tions were made to start trial Immediately of Stiltner and his father, Ross Stiltner, on an in dictment chareins them Jointly with contributing to the delin quency of a minor. The jury hcarinf? the case which onened Monday and was beinf completed today was com posed of Greta Berrle, Fdith Chase, Ruth Smith. W. O. Gilder sleeve, Lotus Knicht Porter, An-n-i Fisher. Arthur Gardiner, Gale Wlnnlford. John Marks, Jr., L. S. Comoton, Frank H. Beels and J. K. Cooper. With a few notable exceptions most of the postal rates and fees have been Increased, some being Increased but slightly, while oth ers are doubled. Roseburg Post master L. L. Wlmberly, reports.! The local letter rate will be nd-! vanced to 3c for offices having' clv delivery. For offices without city delivery the rate will remain at one cent. The domestic airmail rPte, which Includes Alaska, will be ndvanced from 6 cents to 8( cents. However, the airmail rate . to enlisted men of the army orj navy who are outside of the Unit-j ed States and receive their mall: through A. P. O. or fleet lost of-j flees will remain the same as at. present, one cent for each half' ounce. Airman rates tor civilians outside the United States will not . change. Among the principal domestic rates which were not ndvanced are the following: The regular 3c letter rate, postal and post card rates, special delivery rates and the third and second class rates. There Is a slight Increase In book and parcel post rates and catalog mailings. Fees for registration, Insurance and return cards have all been advanced as well as C. O. D. charges. While a new 8c airmail stamp will lie provided Immediately there will not be a supply of air mail envelopes except that regu lar stamped envelopes will he used with additional stamps at tached.
