Send More Food To Needy Europe, Urge of Hoover WASHINGTON, Nov. 4 (AP) Former President Herbert Hoover declared confidently to day that "at the present moment we're certainly in the latter stages of the (European) war"--probably "the; last winter of fighting in Europe. Testifying before a senate for eign relations subcommittee con sidering a send - food to - Europe resolution, the former president urged immedito action, saying the need of hungry children and adults Is reaching a peak. "This is very probably I hope the last winter of the war," he remarked. Responding to a reporter's note, asking for amplification, Hoover added: "I think we ought to be pre pared to carry on the war during the whole year 1944, irrescctlve of any miracle that might occur In the meantime." He said he referred to the Eu ropean phrase of the conflict. Two Advantages Seen The dispatch of American food to Euroe's starving millions would have valuable military as well as humanitarian advantages, Hoover told the senators. "If we succees we will have paved the way for a reception of our troops we otherwise could not hope for when they move Into areas where the population Is starving," he asserted. , Hoover, food administrator dur ing the last war and chairman from 1915 to 1919 of the Belgian relief commission, said he did not believe there could he any doubt That starvation is a fact in the occupied democracies of EuroK Hoover endorsed the plan out lined by Senators Gllette and Tuft in the resolution, calling for quick steps in cooperation with the British, Swedish and Swiss governments, and relief organiza tion such as Ihe international TURKEYS WANTED Wc are paying highest possible prices. For more than a year, Hoover said, food has been shipped to Greece satisfactorily, and the Germans have lived up to their part of the agreement. He said the State department had certi fied the Germans were getting no benefit from the food.
