Separate Butter Ration Urged By Federation Head WASHINGTON, Sept. 29 (API -Rationing of butter under a separate program was advocated by a leader of the industry today as the only way to assure fair distribution. Criticizing as Ineffective the OPA's new increase of the but ler ration cost to 16 points, John Brandt of Minneapolis asserted in an interview that "no mat ter how many points are charg ed, there will be unjust short ages in some areas as long as butter is lumped under the same program with meals and other commodities.' Brandt, president of a large dairy company and of the Na tional Cooperative Milk Produc ers federation, is conferring with farm and congressional leaders here on industry problems. "When point values of meals and oilier products are substan tially lower than the ration cost of butter, the logical resull Is that consumers transfer their point surpluses to butter pur chases. This means that con sumption continues heaviest in producer areas, leaving remote sections with Utile or no sup ply." The only way this situation can he corrected, Brandt argued, Is lo set up a separate butter ra tioning' program so Ihal relative values of other commodities will not influence butter sales. Ration Tokens' Use Outlined by OPA WASHINGTON, Oct 2 - (AP) The OPA today oul lined its plans for use of the ration tok ens which will be put In circula tion nearly in l!)'ll. .The tokens, to be used tis change, for processed foods and meals-fal stamps, will be made of plastic or glass, will bo slight ly larger than a nickel and will be Inscribed lo designate the foods for which they are good. The blue ones will bo used as change for processed food lamps and the red for red meats-fats stamps. All red and blue slumps will be assigned a uniform value of 10 K)ints when Ihe tokens are placed in use, OPA said. Thus a customer making an eight-point blue stamp purchase would re ceive two blue tokens as change, to he used at any time. Through the use of tokens and uniform slamp values, OPA ex pects war ration book 4 sched uled for distribution the last of his month, to last approximately two years.
