The youth stabbed his step father with a scissors In a quar rel, the officer said. Richards suffered a punctured lung and shoulder and back wounds. JOYCE SPENCER RECEIVES HONORS IN CONTEST Joyce Spencer received high honors in the speaking medal contest held by the Loyal Tem perance Legion at the first Bap tist church Sunday afternoon at ;i o'clock. The topic of her well given piece was "Not Mine But America's." Rev. Mammon of the Nazarcnc church, led Iho devotions and pre sented to the children a very en lightening and Interesting talk, after which, Mis. Roy Knigge, accompanied by' Mrs. Len B. h'ishbaek, sang a beautiful solo. Other participants in the con test were Juanita Thomas, Wy nona Mac Fishback, Ida Cham berlin, and Ena Mae Hayse. MRS. BELLOWS HOSTESS AT BUFFET DINNER Mrs. Roy Bellows was the very gracious hostess of a lovely buf fet dinner Wednesday evening at her home on Cory avenue, honor ing Mrs. Florence Wicklaiul. The table, covered with a cro cheted cloth, was beautiful with center piece of delphinium les and roses, flanked by white tapers. Brirlgo was enjoyed dur ing tho evening as was visiting around the huge open fireplace in the yard. Engineers Carpenter, Woodson of S. P. Retire PORTLAND,- July 1 ( AP) The Southern Pacific's Oregon- Ian came all the way In from engineers holding the throttle for Th the last time. Engineer Jess Woodson of Eu gene made the run from Klam ath Falls, stepped out of the cab at Eugene and Into retirement. Then Harvey Carpenter of Dal las, took over, brought the train into Portland and did the same. Restrictions in Use of National Forests Listed Beginning July 1, the three fire restrictions, the camp fire permit restriction, the no smoking while traveling regulation and the axe, shovel and bucket requirement become effective, according to V. V. Harpham, supervisor of the Umpqtia National forest. Camp ers going into a national forest for recreation will need to secure a camp fire permit from a rang er or guard station if they wish to build a camp fire any place olher than at improved forest The no-smoking while traveling restriction applies only to travel ers on narrow forest roads and while hiking along trails or mov ing around in the woods and does not apply to automobile travelers on two-way surfaced highways. The North Umpqua road as far as Copeland creek is considered a two-way surfaced road and Is exempt from this restriction. However, from Copeland creek on to Diamond lake and other narrow forest roads on the Ump qua come within the restriction. Campers using improved forest camps need not have an axe, shovel and ' bucket with them. However, it Is always good prac tice to be thus equipped, accord ing to the supervisor, so that fhoukl a fire be discovered, the necessary equipment is available for putting it out, and then, too, every careful camper should be prepared to extinguish his own fire. Hiking parties are not required to carry such equipment with them but if a trip is made by. pack saddle horse, then the axe, shovel and bucket are required. Another common sense rule every woodsman follows, Mr. Harpham continued, and one which is also a law, Is to never leave your camp lire even for a short time without completely ex tinguishing it. If this rule is re ligiously followed by everyone camping in the forests, a very ma terial reduction wouid be made in the number of forest fires each year caused by unextinguished and carelessly left camp fires. SALEM, Ore., June 30 (AP) The Oregon liquor control com- mission's rationing system, inau-J gurated to conserve the dwin dling liquor supply, was upheld today In an opinion by Attorney General Van Winkle. The opin ion was requested by Ernest M. Jachetta, commission attorney. The opinion, however, denied the commission authority to ra tion liquor which is ordered by and shipped to an individual in care of the commission's ware house. These orders by individ uals are placed directly with wholesalers. State health departments spend nearly 54 million dollars a year throughout the United States. Oppose Freight Rate Changes, Stockmen Urged PORTLAND, July 1 (API- President Fred A. Phillips of the Northwestern Livestock Ship pers' Traffic league urges west ern stockmen to oppose any change in freight rates on meat and livestock for the duration. After announcement of his election yesterday, the Baker county man said stockmen should lake their protests against rate revisions to the Interstate Com merce commission. Pig Production in Oregon to Set Record PORTLAND, July 1 (API Oregon is producing a record number of pigs this year 304, 000, the Department of Agricul ture estimated today. The spring litter saved Is about GO per cent higher than last year and 45 per cent above the 10-year average. Production is up ill ev ery section of the state, hut the biggest gain is east of the Cas cades, where yields of grain feed were high last year. a.
