Seals Rise to 4th Position by Twin Win Over Rainiers (By the Associated Press) The San Francisco Seals of the Pacific coast two games from night to climb into fourth place and the upper division for the first time since they slumped to the bototm of the heap early in the season. Seattle scored in the first and last frames of the first game, a seven-inning affair which featur ed a pitching tilt between Gib son, veteran Seal hurler, and Rainier chuckcrs, Garnett and Libke. Si.n Francisco batsmen paced by Fain, who has been In a bat ting slump, bunched five hits for their tallies in the second and third innings to drive Carnett from the mound. In the nine-inning nightcap, all of the scoring came In the first three innings. Seattle took a two-run lead In the first on three hits and a walk and the Seals came back In the second to tie the count by means of two hits, a walk and an error. Fisher, Seattle pitcher, contin ued to have bad luck in the third when he gave up a hit and two walks to load the bases and then walked Fain to, force the win ning run. The Oaks blanked San Diego 5 to 0 In a twilight game behind the five-hit twirling of Salveson. At Sacramento, Donnelly, the league strike-out king held the Los Angeles Angels to five hits as the Solons took their second straight game from the Angels, 3 to 1. Gay, Hollywood pitcher who has lost his last six games, turn ed out a seven-hitter as his team mates blasted Portland for 16 hits and a 9-to-3 win. Orrell Rtarted on the mound for the Beavers and gave up 13 hits and seven runs before Stine took over in the eighth. ueacon, in. i., souinpaw neavy welght contender polished off Chicago's Alius Allen decisively in seven of the 10 rounds last night, although the crowd didn't agree and booed noisily at the finish. . The governor, commenting on the Bone bill and other bills in congress to establish a Columbia power administration, said furth er In a letter to B. H. Klzer, Sm kane, regional chairman of the national resources planning board: 'The evident Intent of the vari ous Columbia power authority bills' is to do Just that, and the wartime emergency Is used as an excuse to push forward this pro gram. "In my Judgment, there is not war condition which makes im mediate action necessary. In fact, it is wiser policy to defer such controversial questions as public ownership for post-war decision." Offers Own Ideas Governor Sprague, setting forth his own ideas regarding or ganization of a power administra tion said: A. Planning for state and re gional development should con tinue to be done by existing stale and regional agencies, headed up in the national resources board. B. Projects recommended by such agencies should require ap proval by congress and appropria tions from congress. C. The rights and interests of states and communities should be given due consideration. Exist ing federal agencies, such as the a super-government; extra-constitutional in character." He also protested that some of these bills would grant water rights superseding rights which already have been granted for ir rigation. - '. : - It is not sufficient to freeze at present levels payments in lieu ot state and local taxes on utility property which may pass Into public ownership, he said. I he governor proposed that congressional hearings be held in the northwest to give residents of this region a chance to express their views on the bill.
