(AP) Three members of the interstate commerce commission yesterday1 began hearing a plea of the na tion's railroads for a 10 per cent Increase In freight and passenger rates. The roads said they were need ed because of higher wages being paid under a recent arbitration award and because of other In creased operating costs which they attributed to the war. It has been estimated the hinh- U-r wages will add more than $300 000,000 annually to we roads pay rolls. In an opening statement R. V. Fletcher of Washington, vice president of the Association of American Railroads, said the need for handling war . traffic without dolay made a hearing on a flat percentage Increase neces sary rather than a hearing on higher rates ror specific commo dities.
