(AP) Isnorinr; picas that the pntli-o administration farm pro gram was threatened, the sen ate voted 34 to 23 Tuesday to re move penalties from excess wheat used as livestock feed or for home use on the farm. The amendment was attached to a much-amended bill ordering "freezing" of government loans stocks of wheat and cotton. Senator Hatch (D., N. M.), op posing the amendment to re move the wheat penalties, said it threatened to "destroy, the entire program" of acreage production and benefit payments. He sue gested the senate mieht as well "repeal the farm act." Senator Lee (D.. Okla.), au thor of the amendment, said sur plus wheat could be fed to cat tle, poultry and dairy herds to nroriuce the foods needed for British aid. A combination of democrats and republicans forc ed adoption. Hatch argued that it was un fair to farmers who complied with acreage reduction programs to remove penalties for those who planted excesses.
