They wcro shown the entire road
up the North Umiiqua river to the
very em). In fact right at this mo
ment, those, men know nioro nhout
the road up the river than nearly
anyone else, other than those en
ttnged in the construction.
Thus thoHe who have the allocat
ing of highway funds ami the chief
executive of the state government
have seen at first hand and have
hud their iiuestionB answered right
on (ho very ground. That Is ex
tremely Important hoth to the of

any question concerning the North

ernor or before the state highway
commission, those men will know
instantly the situation for they
have seen It.
Another thing of Importance was
tho rtrst-hand Information the gov
ernor was aide to get concerning
the fish problem on the river.
He saw the new hatchery huilt
and operated by Hie game commis
sion on Hock creek. Ho saw the
hatchery operated by the fish com
mission, lie learned, by the direct
process of asking many questions,
how the eggs are obtained, how the
fish are captured, mid wbnt hap
pens to (he eggs f('i the tiino
(hey are taken until (hey become
fish and aro released In the
stream.
Coventor Spraguo also slopped
ami had u good look at the fish
rucks where the chinook salmon
are trapped and held until their
eggs uie ready for stripping In the
lull.
It may be assumed from (be com
ment I he governor made in bis
talk at the banquet last evening,
that he believes sumo Improvement
could be made In the conditions at
I he racks.
Tho cnndiiinu al the fish racks,
and undoulilodly the governor ob
served II for be Is unusually quick
of perception, is (hat the double
rows of pickets across (he river net
as an absolute barrier to the pass
age of sleelhead and other migra
tory fish up the stream.
Such it rack across a reasonably
level stream In fairly deep water
would not be a serious barrier to
fish smaller than salmon. That Is
tho typo of trap those racks are
supposed lo be. Hut (hey bave been
there for years. In the course of
time, gravel has diilted in from up
stream so (hut t lie liverbcd level
on Ibe upstream side of the fence
Is considerably higher than on the
downslicam hide.
The result Is a low veilical wa
leifall with u picket feme at lis
c rest.
.lust how any kind of fish cnubl

bairieis Is n mystery. The fish
com mission "epn ts" muM know
about this cotidhlou and -t lto-y
