June 6. fAPl -The federal trade commission told congress today Koine financ ing companies have permitted au tomobile dealers to Impose exorbi tant charges and have practiced "serious deception or even diiftct defrauding of the purchaser." No companies were named. These allegations, were contain ed iu a commission report on the motor industry. The report surveyed policies fid lowed by manufacturer!! in distri buting motor vehicles and acces sories, and in retail sales. In its review of financing prac tices, the commission said its prin cipal objection was that In adver tising a so-called "six per cent fi nancing plan," some larger com panies did not make clear "that the finance charge rates were not interest rates and that the inter est rates implied In the charges were nearly twice as much as six per cent per annum on the unpaid balances of the money borrowed." The report added, however, that the plan was, in effect, "a substan tial reduction"' from interest and finance charge rate's In general use "just previously." To protect automobile purchas ers from over-charges, the com mission suggested retail automo bile dealers be required to furnish each purchaser with "an itemized Invoice showing In detail the com ponents of the cash sale price." The commission also disclosed numerous dealers had "complain ed that the largest three manufac turers coerced and forced them to purchase large slocks of accessor ies and replacement parts."
