In a special message to congress Mr. Itoosevelt said the board's du ties would Include recommenda tions for disposition of surplus real estate owned by the Kovern merit. He added it would make re comniendalionH reuurding "the sltuallon In different communi ties adversely affected by the loss of tax revenue on land purchased or acquired by tho federal govern ment." The board will consist of one representutivo each of the treas ury procurement division, the de partments of aKriciilture, com merce. Interior, justice, navy and war, the Tennessee valley author ity and the bureau or the budKot. These members will he appointed by the heads or the departments.
