EUGENE, Ore., Opt. 12 (AP) A proposal whereby Eugene would become a unit In the vnnl north west power system heaiied nt Hon Seville dam was forninlly submitted to J. D. Ross, administrator, by the Eugene water board today. Under terms of the proposal, Eu gene would contract to purchase power over a period of ten years, with the city given the right to benefit through any rate reduc tions mado during that period. For the period, the city would pay Bonneville S203,C2r, for power to provide peak service In Eugene and for whatever standby service might bo required. Eugene has proposed to construct a. standby plant to provide stand by and peak service and has a PWA grant of $214,0(10 authorized for tills purpose.
