(AP) Expecting to effect pa vines raiiB ine from $300 to $400 a month, the capital reconstruction commis sion voted to move its headquar ters from here to Salem on August 1. The commission has been rout ine offices in a building here. No specific location for the Sa lem offices was announced iiimie mediately but it was expected the commission would move, into a state building, rent free. The commission designated Oc tober 1, which will be Gov. Chat Its - II. Martin's 75th birthday, as the formal dedication date for the new two million dollar capital. The capital was opened early this Y month. In another action, the commis sion instructed attorneys to ap peal to the supreme court against the $45,000 judgment given the heirs of the Patton property, part of the capital site. The commis sion offered $32,000 and the heirs will get $15,000 as an advance pay ment. The commission confirmed a $14,000 compromise on the Prixxcll property, for which the stato had offered $10,400 against the own era demand for $25,000. Attorneys were instructed to seek an $11,600 compromise on the Mary lioescli en site. PALESTINE JEWS ETUIiMS. WASHINGTON, July 20, (AP) The title of American Jewish emigration to Palestine is ebbing back to the United Slates. Consular reports showed today that in the last 12 months more Jews left Palestine to return to the United States than arrived from this country. Officials give two reasons for the chance in direction. One is the unsettled stato of Palostino, tho other better economic conditions ill tiie United States. Consular reports give the number of American Jews resident in Pales tine at 9,500, compared with 10,000 last year. Figures in the state de partment show that J.S2S American Jews went to Palestine in 1935 and only 367 went in 1936. The total for last year Is believed to be oven smaller. (AP) A five-hour struggle by a fellow worker to free W. E. Hunt, Jr., about 32, from a tractor failed when Hunt died of Injuries. Hunt, employed on tho L. O. Wing farm in Tygh valley, apparently was drawn into the machine when he left it in gear while investigating some trouble. Dill recti, working with him. was unable to extricate Hunt. (AP) The national labor relations board yesterday awarded collec tive bargaining rights for em ployes of the terminal flour mills at Portland to an affiliate of the At'!., tho flour and cereal workers federal union. The board said the A1'L union had 27 employes to 19 tor the CIO longshoremen and warehousemen's union.
