A resolution by Chairman Pitt- man (U., Nev.) of the foreign re lations committee expressing "un qualified condemnation of the in human bombing or civilian popula tions" was adopted on a voice vote after brief debate. The measure directs the forolcn relations committee to studv the subject and recommend steps that congress might take to end the practice.
