The .government will appoint most of the 20 council members directly. It is expected, however, to con tinue the anti-devaluationist policy of tho retiring board of the insti tution which, since the time of Na poleon, has issued the nation's cur rency and has been tho repository for its gold reserves. The measure fulfilled a cam paign promise ol Premier Jcon iilum, bead of the popular front government, to eliminate the so culled "200 families," who it charges controlled the bank. Under the bank's expiring 130-year-old control, drawn up by Na poleon, the board of regents has been elected since 1800 by the 200 largest stockholders. Because the regents and the shareholders who elected them often were directors in other cor porations, banks and insurance companies, the leftists charged they regarded dividends above the national welfare.
