(AP) The AAA, officials said today, hopes shortly to submit to ranch ers u soil conservation program for tho vast grazing lands of the west. Work Is under way on a tenta tive nlan' and officials Bay they de sire to have a urogram adopted by this fall so ranchers, will have time during the winter to adjust their grazing areas. Two major moves are being stud- led by tho planners: 1. To arrange for ranchers to Increase their sup plemental feed crops to relieve tho drain upon pasturage lands; 2. To encouraae ranchers to begin graz- ing livestock later In the spring than at present and to take the livestock off the range earlier In tho fall to conserve tno grass. Tho plan, It is understood, does not conteinnlale calling upon cat tle and sheep raisers to reduce the number of their livestock. It Is be lieved Increases In supplemental feed crops will go far toward con serving the grazing lands. Partici pation in the program would be voluntary, with tho government of fering as an Inducement certain cash payments to those planting feed cropB.
