Feb. 21 (AP Mrs. Walter Liggett today said she was informed by an "under world character" that the machine gun which killed her publisher-hus band "was furnished by the Minne apolis police department." Chief of Police Frank Forestal termed her statement "a dream." The chief offered to fire a test bullet from every machine gun in the police department, and send them to the department of Justice at Washington to determine wheth er they are similar to the ones that killed Liggett. Mrs. Liggett said she gave her information to the authorities sev eral days ago, asserting it came from a St. Paul "underworld char acter who has police connections." She said her informant formerly gave information to her husband. Liggett, who published the Mid west American, a . weekly, was killed last December 9. Refusing to divulge her inform ant's name. Mrs. Liggett said "he sent a message to me recently say ing he was afraid to come and see me again because he might be killed."
