Judge Ilensoii presented the lnw governing the matter, explaining the powers of tho two hoards to operate individually. The boat, com pany explained Its reasons for re quiring an increased rate, and wh"n the matter came to vote there were 30 of the patrons who voted for the contract with JO op posed.
