He stabbed for the head. Max did not seem to mind, although he stepped into two uppercuts and he banged a left hook and another short right on Sharkey's head. The sailor warmed lo his right hooking li-rt to the body and right to the head, but Max sneaked over with a left hook, and Sharkey banged the German with a straight right on the chin and they stabbed until the bell sounded. Round 3 Sharkey tore after the Teuton and they swapped rights to the chin on the ropes. Iloth were clean jarring punches. Mux sneak ed over another right and banged on Sharkey's body in cIobo while the sailor tried to tie him up. A short right full on the chin shook Schmeling. A barrage of rights sent him floundering. Another right sent him to the ropes and he came out badly hurt and holding' for dear life. Sbarkev. cool as fulline snow, stepped Into Schmeling with ! a lert and another right. He was taking his time, cutting his man down. Max stumbled through the blows, arms wrapped around his head. As he slowly recovered the German shat a feeble left hook to the chin. Sharkey stepped In with two left hooks that doubled Max up and sent him back to his corner a bit staggery at the bell. Round 4 Scnmellng's seconds rubbed hiB neck with Ice and gave him deep draughts of smelllhi uuts while Sharkey sut across the ring complacently awaiting the kill. Sharkey stepped Into Max with a left Jab, a right punishing blow to the chin and disdainfully brushed aside Max's countering left. The dogged German rallied and fired a right hand Jolt Into Sharkey's chin that shook the American. The crowd roared as It landed and Shar key tossed caution aside for a sec ond to fling both hands wildly at the crouching Scnmellng's head. Sharkey settled down, smiled dis dainfully, took another right and smashed both hands to Scnmellng's body. He crossed a wicked right to the German's chin but Max stayed up. As they clinched Sharkey tried repeatedly to twist Schmeling. Mux went down under a left to the body clultnlng a foul. He could not rise. There wus another mad scene as the seconds stormed Into the ring yelling "foul," while Referee Crow ley could not seem to make a de cision. It was a perfect repetition of the Miami fiasco ns Schmollug In agony was carried to his corner and rolled on his feet. After sev eral minutes arguing Crowley de cided Unit Sharkey's left hook bad been low and Mux Schmeling was new heavyweight champion by rea son or a rout. Leading Reductions The major rate reductions are on automobiles;, aluminum, plate glass and unset diamonds. Textiles, of all kinds are given higher rates as well as clothing of wool, cotton, silk, rayon, and mix tures of any of the two. Pottery and chinaware manufac turers, producers of zinc and man ganese ores, felt and straw hat makers, and manufacturers of fur fiitureB, hardwood flooring, and hundreds of miscellaneous prod ucts are given increased protection. The administrative provisions of existing law have been largely re written, although only In secon dary features. The flexible provis ion, about which revolved the great est controversy, Is almost Identical with the present law, except that It opens the way for the tariff com mission to speed up Its Investiga tions and rate-determinlnations by giving it a broader basis upon which to work.
