A con fidential report on the survey ol Oregon's five state institutions of higher learn ng will be made to the board of higher education in May, and a repoii for publication probably In October, according to in: Aniiur J. Klein, representutlve of the federal bureau of educa tion, who has arrived in the stutc to conduct the r.urvy. Klein met with the board in Portland lust Friday, -w:ien the agreement was drawn up, und will meet the exe cutive committee next Satuiduy for signing the agreement. The survey was provided for In the 1929 legislative act creating the board of higher education. During Uto spring Klein will give his time to collecting datu pertain' lug to the Institutions, und in iviuy, according (o the plaus, a group uf field workers will come tn the Btate to complete the work. Some parts of the survey, Klein said, inuy require the services of tech nical experts. No Iron-clad plan for the future conduct of the Institutions will be laid down us a result of the sur vey, he said, but rather a long time flexible program will be sug; gested. All phases of administra tion relative to the state univer sity, the Btate college and the three normal schools will he dealt witu, including duplication of courses.
