The mayor has ' steadily refused to sign the war rants for these men, ao that the warrants have -been going through without the mayor's signature. The mayor claims that these two men cannot legally serve -without his consent, while the council con tends that they cannot be removed unless the council agrees. Conse quently the employes have remain ed on the job during the deadlock. Both the mayor and .council have tried various means to settle the deadlock and last night the council hit upon a new idea. A resolution was presented de claring that the work of both em ployes is of a satisfactory charac ter and giving authority to the re corder to pay .their monthly sal aries.
