OREGON, WEDNESOAY, MARCH 13, 1929. ii-j.. ,. ,..,, v. i a nrfiis - r i- - , ,r " 1 ir gassac FOR A CROSS STATE RAILROAD I) KI'ORT to the Interstate Commerce commission by Com ix missioner McMannmy, who has conducted a study of Uie subject, in favor of requiring the Union Pacific interests to build an east-to-west line across Oregon from Crane to Cres cent lake is a move of very great potential importance and value to Uoseburg and all of southern Oregon and "to the Coos bay country and the port of Coos bay. The road, if and when it is built, will cut down freight time between the territory named on the west and Chicago, New York and other centers of the east by something like 48 hours of running time. The chief value to Roseburg and southern Oregon territories will be in the saving of time and costs on perishable freight by bringing them nearer to large crop markets. Coos bay will receive the benefit of a direct route to the east in competition with Portland and Puget sound. This is certain to have a great effect in in creasing Coos bay shipping and ultimately in making it an off-shore port. It seems entirely likely that the Interstate commerce? commission will adopt Commissioner McManamy's recom mendation. The building of the road will entail a large ex penditure. Estimates place it at something like $7,000,000. The territory to be crossed is sparsely settled and will not at first originate much freight, although the railroad itself will act as a great incentive to settlement and production in some of the territory that is susceptible of large increase. But the cross-state road will have to depend in its early years at least upon through business from east and west for its main sustenance. There will remain the problem of the western outlet. The new road will join at Crescent lake with the Southern Pacific's Cascade lino. Common user privilege for that line undoubtedly will be sought. The Southern Pacific company may naturally Ik expected to try to protect its exclusive right to the line which it built. There will have to be an adjutstmicnt of mutual rights of the competing companies if such an arrangement is made. All this will take time. First there must be indorse ment by the Interstate Commerce commission of Commis sioner McManamy's recommendation and the promulgation of the order. It will be the first time that any railroad company will have received an order from the commission to make u largo capital outlay for new construction. The order may be resisted in court. If so that will cause delay. After that is settled the building of the road will require sqmrj two years or more. ' The McManainy reconlmendatiou constitutes the sec ond stop towards ruitlizntion of a vastly important project for Oreg:n and particularly for southern Oregon and the mid-coast section. The first st"i was tho filing of the Ore gon complaint seeking the order now recommended. Reali zation is being brought nearer. And Roseburg has every rca;;on for being gratified and pleased.
