that he would sign no warrants after this month to pay th-'
present street commissioner, whom, by the way, Mayor
Hoover charged with having publicly insulted him. An
nouncement that a third attempt would be made at the first
regular meeting in February to reach an agreement on the
points in dispute arouses liltle or no hope that the deadlock
will be broken. Mayor Hoover evidently is firm in his be
lief that it is his duty to slash the salaries of city positions
if bv so doing he can effect a saving of $2,000 a year not

cipal controversy, something to he avoided if there is to be
maintained that pull-together spirit essential to the city's
welfare and progress. It is unfortunate of course that the
mayor and the eouncilnien place different interpretations on
the verdict of the citizens last November, but both have logi
cal tvounds for their respective attitudes. However, for the
sake of harmony in the future col i'.uct of municipal affairs ; in to mutter, "I hope the voters
their differences should be adjusted as speedily as possible.
It is the city and not its officials who will suffer most in
the long run from strife wiihiii its administrative body, par
ticularly if sucn strife goes on for an indefinite period. If
the mayor ai;r! the eouncilnien ultimately find themselves
unable to reconcile their differences; then it will be up to
the citizens themselves to supplement their November ver
dict with an explanation as to just what they desired in th
way of cleat r economy when they made a change in the exe
cutive head of the city's government.
