(AaorUtnl Prm Lmnl Wire) PORTLAND. Ore., Jan. 7. De scribing the Pacific Telephone A Telegraph company as ihe parent of a -ranged child." Thomas J. L. Kennedy, corporation counsel for the city of Seattle, declared at the opening of a coast-wide conference here today on telephone rates, that "Every ntKht the American Tele phone & Telegraph company as the opulent parent, goes through the pockets of its ragged child. "The Pacific Telephone & Tele graph company was created to be hard up," said Kennedy. "If the parent company company operated direct, it would be held to a reas onable return on Its investment. "The Graybar Electric company, yie Western Electric company and the Western Pole company are owned 99 per cent by the American Telephone and Telegraph com pany, which also owns 99 per cent of the stock' of the Pacific Tele phone & Telegraph company." Huge Profit Margins The equipment used by the Pa cific company, Kennedy declared, was bought from the first three companies through the American company at an exhorbitant price, sometimes from 160 to 600 percent increase over the actual cost of production. "The selling price on this ma terial," he stated, "which the American company sells to Itself is limited only by the imagination of the man who makes the sale." Kennedy declared that Ihe ac tual cost of producing a telephone instrument has been found to be about $1.41 yet the frame of the instrument is sold by the Western Electric company to the American company, and by It passed on to the Pacific firm for $3.14, and that the operating mechanism or "in sides" of the phone waB not sold, but leased at a price that at a rental brought several times its value each year. "We have told the telephone company," he stated, "that the on ly difference between them and Jesse James was that Jesse had a horse." 6 States Represented The hearing was opened by Mayor George L. Baker. He turned the gavel over to John M. Mann, commissioner of public utilities. Mann called on D. It. Holm, special rate counsel of the city of Hnn Francisco. Holm told of a fight 'In the bay city to prevent the tele phone company from Increasing rates in that vicinity a percentage that would amount to $7,000,000 annually. The Northcott "murder farm" case, de scribed by police as "ihe weirdest mystery' in California criminal history, today had taken another strange iurn, with the declaration of Gordon Stewart Northcott on trial for the murder of three miss infc boys, that his accuser and nephew, 15-year-old Sanford Clark, was not his nephew, but bis brother. At the county hospital detention ward, where youn Clark and Cy rus Northcott are held as material witnesses, both laughed at North cot I's assertion. Mrs. Sarah Louisa Northcott, now serving a life sent ence at San Quentin for the mur der of little Walter Collins at the sinister chicken ranch, recently stated that "an English lord" and not Cyma Northcott was the father of Gordon. Northcott today had made an other bitter denunciation or alleg ed "third degree" methods used against him. "They used the same methods on my brother, Sanford Clark, when they got him to accuse me of murder," Northcott said, "and the same methods that caus ed my mother to make a confes sion and take a life sentence. She thought I was guilty when so much presKure waa put on her." Northcott' statement was de clared by officers to be a last min ute attempt ta repudiate previous confesKions with an "insanity background." As the trial resumed today Depu ty District Attorney lied wine hiyl announced that evidence against the accused 22-year-old Canadian of the three murders would be presented In chronological order. Bernard Pahl, 30, of Pendleton, waa burned fatally Saturday morning when a' gasoline Move in his shack exploded. covering him with flames. Pahl walked a mile through freezing weather to a neighboring ranch for aid. He waa rushed to a local hos pital where he died Sunday morn ing.
