In the primary nominating election on Slay 18th there will be one familiar name absent from the list of candi dates for secretary of state. Sam A. Kozer, who has been connected with the state house for a great many years, and who has twice served as secretary of state, is pro hibited by law from again being a candidate. The Oregon law pro- viues tnat the secretary or state. tho treasurer and the governor shall not serve more than eight years out of twelve, or more than two consecutive terms. Thus it de velops that Sam Kozer cannot run for re-election this year. Hnl Hoss, who has Just resigned as secretary to the governor to en ter the race for the nomination to succeed Mr. Kozer. continues to lead the field, and Is generally con ceded to be the favored candidate.
