Nov. 2tL That provision of the constitution which gives congress the authority to de clare war, President Coolidge fears, may make it Impossible for the United States to enter Into treaties outlawing war. While-he believed that this power cannot bo taken away from tho legislators, he is anxious to din- jcuHS such a proposition with other nations ana is ot in e opinion tnm at least treaties setting forth -a policy could be affected. He thinks, however, that such treaties should be negotiated sep arately with Individual nations, rather than at a general conference on the subject of outlawing war. Declaration at the White House of the president's opinion on this subject came in response to two specific proposals designed for the accomllshment of this end by mem bers of the senate. . - Chairman Borah, of the senate foreign relations committee, has expressed his intention of reintro ducing his resolution calling for codification of international law and establishment of a tribunal for the settlement of international dis putes. Borah, too, would have the United States negotiate with all the world powers for treaties out lawing war, such as Foreign Minis ter Hrland suggested be arranged between France and America. Senator Capper, republican, Kan sas, has framed a resolution under which the United States would en ter into agreements not to aid in any way a nation waging aggres sive warfare. In the latter plan. President Coolidge sees possibilities of dan ger, centering upon controversial interpretation of the term "aggres sor." As defined by senator uap per it would apply to nations enter-1 ing a war without first submitting their disputes to arbitration.
