Bourquin, (lismisHing charges against the steamer Federal Ship aud Us crew which recently were seized under tire on the high seas by a coust guard patrol aud held as liquor smugglers, the vessel and Its $1, 000,000 whiskey cargo were still In custody of the customs department today. - Both United States Attorney Hatfield and the customs office de clined to release the ship yester day after the decision on the ground that they had not been au thorized by Washington to do so. Accordingly, the Federal Ship was held within range of coast guard guns just inside, the harbor despite the protestations of Captain S. S. Stone, who threatened to further appeal to the Panama government, under whose registry the ship operates, unless a release was forthcoming at once. Meanwhile the government's re cently Inaugurated policy - of ex tending its operations against sus pected rum smugglers to the high seas was without judicial sanction and no announcements were made, either here or In Washington as to whether It would continue to seize ships beyond the 12-mlle limit. The Federal Ship was taken 270 miles at sea while avowedly on her way from Victoria, B. C, to Buena venture, Colombia. Captain ' Stone at first refused to submit to ar rest, and the coast guard fired five shots, two of which took effect on the main deck. Stone then capitu lated. Stone's attorney then at tacked the seizure on the ground that It was not precedent in law or troaty and refused to answer indictments which were returned against the captain and crew. Mr. Dennis took posses sion ot the newspaper today and will conduct It along tho same news and editorial policies which have prevailed since its inception. Mr. Dennis in effecting the trans fur, formed the Inland Publishing company which in turu acquired the stock of the Herald Publishing company aud the Klamath Iews Publishing company. ; The Klamath News was organ ized In the fall of 1923 as a week ly. It soon changed to a semi vieekly, then to a trl-weekly, and finally, about a year after .its or ganization, to a dally. Mr. Dennis entered the Klamath Falls newspaper field last fall when ho purchased outright 'the Evening Herald from H. J. Murray.
