IS As far as the slat banking board is concern ed the accusations made by repre sentatives of the Portland National Dank aenlmit Frank C. Dram well have not become a closed incident and a hearing will be held In Salem Thursday of this week at which persons testifying must talk under oath. Members of the board are unable to understand a letter re ceived yesterday from W1U II- llalnes, president of the Portland bank. In which he said: "We de sire to thank you for the favorable conclusion reached at the confer ence last Friday whereby the Port land National Sank will be ap proved as a reserve depository for state banks." No such conclusion was reach ed, members of the board say. On the other hand, they declare, all who participated In the informal conference, including Mr. Haines, agreed that a formal bearing would be called Thursday of this week. The Portland National Bank re presentatives chanted that B ram well bad arbitrarily refused to grant that bank a charter to serve as a reserve depository for state banks. "if the charges lodged against Mr. Bramwcll are true," said Sec retary of State ' Koser yesterday "the banking board would be Justi fied in taking some action against him. If the charges are not true then the board should make a statement exonerating him in the eyes of the public.
