WASHINGTON. D. C. October 1 19. 1825. The Department of ICommerca announces a summitry of the financial statistics ot the I Stats of Oregon for the fiscal year enuing cwptemoer 30, 1924. Tbe payments for maintenance and operation of thn general de partment of Oregon for the fiscal year ending September 30, 1924, amounted to $9,198,381, or $11.06 per capita. This includes $430,496, apportionments for edu cation to the minor civil divisions of the state. In 1923 the com parative per capita for mainten ance and operation of general de partments was $12.04, and In 1917, $5.90. Tbe expenses of publio service enterprises amount ed to $11,936; interest on debt, $2,675,800; and outlays for per manent Improvements, $7,631, 590. The total payments, there fore, for expenses of general de partments and public service en terprises. Interest, and outlays were $19,517,707. The totals in clude all payments for the year, wnetner made from current reve nues or from the proceeds of bond Issues. Of the governmental costs re ported above, $8,4 72,104 was for highways, $1,6:16,640 being for maintenance and $6,936,464 for construction. I'ropertjr Tax Lower. The total revenue receipts of Oregon for .1924 were $20,211,- llz, or $24.30 per capita. This was $8,325,035 more than the to tal payments of the year, exclu sive of tbe payments for perma nent Improvements, and $693,445 less than the total payments In- eluding those for permanent Im provements. Property and spe cial taxes represented 38.4 per cent of the total revenue for 1924, 45.3 per cent for 1923,' and 64.7 per cent for 1917. The per capita property and special taxes were $9.&3 In 1924, $19.65 In 1923, und $3.79 in 1917. Earnings of general depart de partments, or compensation for services rendered by state offi cials, represented 6.9 per cent or the total revenue for 1924, 6.9 per cent for 1923, and 10.6 per cent for 1917. Business and non-business II senses constituter 28. 0 per cent of .the total revenue for 1924, 29.5 per cent for 1923, and 11.0 per cent for 1917. Receipts from business licenses consist chiefly of tatxes exacted from insurance and other Incor porated companies . and from sales tax on gasoline, while those from non-business licenses com prise chiefly taxes on motor ve hicles and amounts paid for bunt ing and finding privileges. Komi Indebtedness Heavy. The net Indebtedness (funded debt less sinking fund assests) of Oregon on September . 30, 1924, was $41,552,377. or $49.94 nor capita. In 1923 the per capita debt was $49.82. and In 1917. $0.56. Oregon s bonded debt was In curred for agricultural purposes, state aid to World War Veterans and construction of highways. For 1924 the assessed valua tion of property In Oregon subject to ad valorum taxation was $1, 042,410,619; the amount of State taxes levied was $7,4K0.170; und the per capita levy, $8.97, , . In more recent years be has work ed largely among the freshmen and Br Scouts and many of the young athletes of the present day owe their ability to the training tbey received under his direction. Outside of school athletics he has recently encouraged and aided in the formation and support of the twlllsht baseball league. During the past summer, with a team of boys made up from the be Molsy lodge and Baptist Bible school he made a fine showing against older and more experienced teams. He not only managed the team but played on the diamond as well. Dr. Finlay has always been an exiionent of clean athletics.. His players hae had Instilled Into them the spirit of true sportsman ship. On the field or off they have conducted themselves at all times in such a manner that they have won the praise even of their oppon ents. In giving his name to the new athletic field the 'school Is not only honoring a man who perhaps has done more than all others to encourage and promote athletics In the school and city, but one who by his own clean living and his teachings and Instructions is serv ing to put into the minds of the young manhood of this community the desire for clean, strong bodies and the spirit of true American sportsmanship. The field which Is to bear his name Is the best high school-ath-letic field in the entire state. It was acquired at the time the trlit bought the grounds for its new high school building In Went Roseburg, and has been Increased by the purchase of an additional small tract by the students them selves. It Is located just west of Laurel wood addition, and abuts on Riv erside drive, the new street now being pared. It Is 590 by 570 feet in size with a regulation football field 360 by 160 feet in tbe center. A one-wire fence has been strung around the football field, ten feet outside the boundary lines, so that spectators cannot crowd upon the I Held. j The entire field has been grsd- ed. From goal post to goal post the ground is absolutely level. It is crowned with a 2 per cent grade to I the sidelines and 1 per cent grade j to the outside boundaries. From the goal posts to the ends of the I field there is a 1 per cent grade. This provides good dralnsge. but I does not In any way interfere with the playing. I The field has been so laid out I that there Is a perfect gridiron and I baseball diamond, while around tne outside edge of the grounds Is run. qunrter-mile track. I ne students themselves have ttdten an active part In acquiring this fine field, purchasing one tract at a cost of $2.onn from their own funds. There Is a small grove on their section whlrh not only squsres up the field but connects It with the street and provides ample parking space for cars.. It Is honed that In the near fu ture a wire and s'eel fenes of a de corative nature can be purchased. The dedication of the field will take plsee on November IS. at which time the Roseburg hli:h school team plays Med ford. The school board Is planning to present a special dedication program at that time. The Joint convention of the W II. M. 8. and W. F. M. 8. which convenes at the M. E. Church. Tuesday and Wednesday, October :o-2l. will open with a morning watch service Tuesday morhlng at 9:00 o'clock. All members of these societies, especially, aro urged to b present.
