Would Levy on Income From Exempt Securities and Reduce Surtax to 20 Per Cent. DES MOINES. Sept. 3. Advo cating a reduction of the maxi mum surtax rate from forty to twenty per cent, the repeal of the Federal inheritance tax, leaving this source of revenue to the States, favoring the taxing of the income from tax-exempt securi ties, and opposing the use of the taxing power to redistribute the wealth of the country, Hon. A. Tt. Cummins, Senior Senator from Iowa, in an address to the State meeting of the Iowa Tax Clubs in session hero last night, said in part: "The policy of a graduate rate of taxation upon Incomes and estates is now well established and the ability to pay has be come an accepted doctrine in na tional economics; but I sincerely hope that it will not become the rule In direct taxation. It would be fatal to the welfare of the farmers of this or any other state. If a man who owns one hundred acres, and this would be equally true If applied to the lots and blocks of urban property. I do not believe in using the power of taxation to punish suc cess; and that means that I do not believe In using ft as a means of redistributing the wealth of the country. I am quite willing to agree that our social and economic problems would be less difficult if the disparity between the rich and the poor were not so great. If. however, we are to find a remedy for this condition It must be found in the regulatory authority of government and not in its taxing power. Regulation is developing healthful and Ban) process. Taxing to equalize for tunes Is paralyzing, destructive and dishonest. It is confiscation in its most odious form. "If It be true that the revenue from Individual Incomes would be increased rather than dimin ished. It Is manifest that the change ought to be made for two obvious reasons. "There are at this time, out standing more than fourteen bil lions of dollars of tax exempt securities issued by the several states and their political subdlvl-8on8.- I do not believe In tax exempt securities of any kind, but under the Constitution, the Fed eral government cannot tux the income arising from these secur ities and until the Constitution is amended, and it probably will not be amended In the near fu ture, it must be clear that we ought not to tax incomes arising from productive enterprises so heavily as to drive large for tunes Into these exempt securi ties. "My Becond reason Is that Inas much as the power of taxation can only be Justly employed to maintain the government, If a lower rate than we now Impose will raise more revenue than a higher rate, the use of the hig her rale Is not only unjust In itself, but is destructive of the fundamental principles of good government."
