In his campaign for re-enactment of the income tax law, Governor Pierce unmistakably shows the need of relief for the over taxed farmer, but the general belief seems to I'revail that such a law will never again come into being in ; this state unless a distinction is made between the individ uals ana mo corporations, inousanus oi individuals wno ""voted to reject an income tax applicable to themselves would probably not hesitate to favor such a law for corporations, although the latter can present arguments well worth serious consideration. It has been pointed out that the proportion of farmers to Oregon's entire population is greater than in California or Washington; that this state needs more factor ies and other mechanical industries; that added tax obliga tions' will keep them away, and that more industries natur ally mean more consumers for the products of the farms. These contentions were largely responsible for the repeal of the income tax law, but it is doubtful if they would carry as much weight with the average individual if his own income were not also involved in thejresult of the ballot. The action 'Of the governor and his former colleague Jefferson Myers in reducing the state levy has been ascribed to pique over the defeat of the income tax law, but be that as it may the -situation is here to be met. If the state government can bo -maintained by taxes not drawn in most part from farm rev enues, as Mr. Pierce advocates, it will make the upkeep of municipal and county governments comparatively easy and at the same time permit of more rapid local development. An exiimplo of the layer sort is before this county now in the way of projected road improvement in the coast region, where over $100,000 must be raised by local taxation through . a union of road districts. If the taxpayers thereof were re- ' .U 1 ..I it: ..I ....'. i . -. .i i . jiuvlu ui uw uuiuen ui meir snare oi stale taxes, xi wouiu make the other obligation proportionately easier to bear. . And this is but one instance of the kind out of a great many in this state. (There should bo some revision of the tax laws to make the burden more uniform, but little hope is seen for success of the plan suggested by the governor, chiefly be- . After 20 years in the service of the Detroit club, Cobb was honored by a vast throng of fans in his home city last Saturday and presented with a specially voted gift of $1,000. Forgotten Is all the talk of shop, of books, of travel, and what-not. For politics we do not care, we are simply gasping for more air. The ship of state may spring a leak, but what care we in all this heat. Our one-time friends we now ab hor, their presence merely is a bore. Indifferent to their joy or grief, we are vainly seeding some relief. We hie unto some stream or lake and In a boat we sit and bake. A brief respite sometimes we snatch, In case we have a goodly catch. We'd like to kill the folks who. say: ''Is It hot enough for you to day?" Down-our cheeks the mois ture streams and good old winter haunts our dreams. Why, oh, why did we complain of frost or snow or chilling rain? The price is high of coal and oil. 'Tls better far to freeze than boil. We eye with deep distaste our food. It isn't euited to our mood. The butter's soft, the milk Is sour, the bread gets mouldy In an hour. When In some par it we spread our lunch, the ants come running In a bunch. They swarm the pie, they mob the cake, of each viand a sam ple take. As for those mangy pests, the flies, each seem to have a thousand lives. When on our porch wo sit at night we hear the mos quitoes' droning flight. And then a rapier thrust we teel as he con sumes his evening meal. Sweethearts no longer love the moon. It really Is too hot to spoon. The corn Is wilting, so are we, we are just as hot as we can be. The sun beats down In sweltering waves. We wish that men still liv ed in caves, Let us, each weary, heat-razed soul, migrate to the old North Hole. There in a nice, cool house of snow, dwell like the merry ts- Kimo. Let s go. j. ! Mexico announces that she is preparing to pay off her na tional debt of half a billion dollars, most of which is due the Tnited States. What a pity Canada is not also on the debit ido of Uncle Sam's ledger. She does face, however, the moral duty of preventing the running of contraband, but so far she has made little effort to perforin it for the obvious reason that the boasted nullinn-dollnr-a-month patronage of our "scofflaw" horde is a material contribution to the liquid ation of her domestic obligations, l'rim-ipa'l (and interest) first, principle afterwards.
