Every year a new tribe of novices in automobile dnv- intjr are on the road, and it is a matter of some consequence ' to themselves and the public as to how many errors they '. make in the new art they are attempting. To many of the '. older people, learning to drive a car seems a most formid '. able proposition. The number who have tried it and have '. given it up is very considerable. One man of large ability ; in the business world remarks that he simply could not ad ; just his mind to it. He tried it a few times, and as soon , as lie saw a car coming a quarter of a mile off, he began to fear that there would be a collision. It worried him so much that he decided to resign his driving troubles to a chauffeur. Many women have a similar experience, and if the least complication of traffic appears in sight ahead they become fearful and begin to ask what they shall do when t'hey get to that spot. They should remember that if condi tions become too complex for them, they can always stop the car, although if they do so they should give a signal to cars behind them, and the necessity of remembering that precau tion bothers them. The young people, who take up new things courageously, usually learn without much trouble. The great majority of accidents are caused, not by inexper ienced drivers, but by those who have driven a long time and have become over confident of the quickness and accur acy of their own powers. The novice driver, however, needs to realize that he is in control of a powerful machine, fihat can do a great deal of damage, and that he must put his entire attention on tho work of operating it, and not let it be diverted by conversation- He would better not take out his friends on sporting expeditions until he can control his machine automatically without mental anxiety. '. The horrible spectacle that marked the hanging of two murderesr at Salem yesterday hardly constitutes an argu ment for the abolishment of capital punishment, but it cer tainly does establish a strong reason for changing the method of carrying it out. Why not adopt the electric chair or the lethal gas chamber? Either method would preclude the pos sibility of such a scene as was enacted on the gallows nt Salem. Occurrences of that sort are employed with telling effect by the foes of capital punishment and more of the kind cannot fail to produce an overwhelming sentiment against the law. Murderers of the type of Peare and Covell men of mature years and of sufficient iiftelligence at least to understand the responsibilities of citizenship are not deserving of the right to spend the remainder of their lives at the expense of the public, but Uicir execution should occur as quickly and as humanely as possible. A picture of the job of work that awaits the United . States Congress at each session was'given by the statement that 18,000 measures were offered to the Congress that ad journcd on March 4. It may be said that the great majority - of these propositions were uncalled for, so that Congress did well to drop them- Nevertheless many things on which ac tion is needed and should have been taken had to go over, ; find this happens at all sessions. This suggests that the fed- eral legislators have a great deal more work than they can do, and that there outfit to be some sysfem by which needed legislation could be secured without the long delays i now necessary. It would help toward that end if the legialu I tors could forget more frequently that they are Republicans ; and Democrats, and could just think of themselves as citi- Z sons hoping to accomplish as much as possible for their be- - loved country. : o Tho public has been warned over and over again of the ; danger of buying securities of people who handle worthless stocks, but the suckers still keep biting. A nation wide - campaign against the sellers of such stuff is being organized 'by Various stock exchanges and business organizations. The old saying of certain philosophers used to be that the "rich are growing richer and the poor are growing poorer." This is not true as respects the class called the poor as a w hole but a considerable proportion of them seem to be determined to grow poorer by the avidity with which they w ill purchase worthless stocks. The friends of these pathetic people should give them a few suggestions on this point, and advise tfiem to take advice of their home town business men be fore investing lli-ir hard earned savings. o A man went into a store wliere he was not acjuainted with anyone some '.imp ago, and observed several men work ing together and he i ndiied which was the manager. He picked out one tall hnd g.nnl looking fellow and thought that probably he was the l oss. As lie visited the store more! : frequently, he noticed f'ut the ti nm B,MKr looking fellow ' was not nearly so active us a small and less impressive look-1 .- ing one, who was right on the job every minute. He con- eluded from the activity of this fellow, that he was the man-! ; ager, and later found that this was the case. Which goes' to show that energy counts more than a fine appearance,! - nnd tlie fellow who is hustling every minute is bound to get . recognition. j RCKIN'S ST BERT & BATES GOOD EVENING FOLKS Does tha bottom Of yr fett burn From watkin' from Ont tnd of tho Villagt to tho Other DUMBELL DORA THINKS I An octupua it an enclosed car. People generally imagine that ag riculture pays from half to three fourths of the property taxes levied In Oregon. Until within the last 25 years such was the case, and the tradition has persisted. The facts are that this year agriculture is paying only 26 per cent of the property tax. including the $1,500, 000 of irrigation und drainage dis trict taxes levied upon the small acreage within those districts. Aside from this $1.5u0.000 of dis trict taxes, agricultural property pays onl$9,500.U00 in taxes, or 22i per cent of the $42.6tiO,OOU prop erty tax bill. Public utilities and railroads are paying $5.36M.00 lu property taxes this year, or 12$ per cent of the to tal. Timber and sawmill property outside of the cities pay slightly more, or $5,417,000. As there Is much lumber and sawmill prop erty and stocks within the cities, it may be raid that the lumber in-; duslry and the public service cor-! potations pay considerably more in property taxes than all the agricul-; lural Interests of the state. - ; Property located within the cities pays the largest part of the total, j The taxes levied on property within . city limits this vfear amounts to $22.453. $74, or per cent of the j total.
