' The most Important factor to a successful Civil dov ernment is HONKSTY! wasn't it Mr. Haines? Won't you agree that Mr. Haines gave us tome wonderful advice throughout all the tests? You sure will. Sitting at Judge Qnlne's rltrht was Dr. Finley. who has proven himself over .and over again to be the smuts' as well as all boys' friend. We must admit that he is small in stature and modest too, but he is a great big factor in the successful Court of Honor. Troops one and two are about even in the matter of Merit badge tests panned since the first of the year. Troop one has parsed twenty-eight and troop two. thirty-two. There are now at the headquarters, fourteen applica tions for merit badges from troop one as against three from the second troop, del busy Two.
