A study of the health of a group of working children 14 - to 15 years of age, just made by the industrial commissioner of New York state, indicates that nearly half of them have physical defects that are aggravated by tiro work they tvre doing. Of these children under investigation, about halt have taken industrial positions because money was needed at home, while the other half did not like their school work. It was found, for instance, that one quarter of the children witii defective eye-sight were working under eye strain, while half of the children with heart affections were work ing under nervous strain. There is a sharp difference of opinion as to whether the working conditions of children should be controlled by the federal government or not. But however one may feel on that much debated question, sym pathetic and progressive people must regret to learn that so many children are doing work that tends to impair their physical equipment for the tasks they have to take up in la ter years. The years of adolescence are a critical time. Boys and girls can not bear the strains during that period that they can carry in later years, when their physical condition reaches a more stable level. The children must be protected through this formative period when their physical develop ment is in a state of flux, and when it is very easy to per manently depress their physical power. It is the duty of all to consider carefully the matter of child labor in their com Tnonwealth, and decido whether the protections thrown around their children are adequate or not. ' The community .that fails to protect its childhood, is about like the farmer who grinds his seedcorn. CENTRALIZED BUREAUCRACY Governor Pierce struck a popular note in his comment on governmental encroachment upon state powers as recent ly set forth by Senator Borah in answer to an inquiry from an eastern publication as to the governor's views on the " question. Federal interference in the conduct of state af fairs is, to a large degree, becoming alarming, and if con tinued will eventually result in centralized bureaucracy. (The governor had this to say" on the subject: "Over one-half of the area of our state is now under ' federal control through forest reserves. .We fuel the en croachment of the bureaucratic government at Washington in almost every activity. We are perfectly competent to gov ern ourselves. We will earnestly resist all future attempts to increase federal authority encroaching upon our powers of self government. Agree with Senator Borah and fully endorse his patriotic utterances, feeling that state's rights are being encroached upon to a dangerous degree. The at tempt seems to be to change the whole form of our govern ment. We believe in local government and not in centralized bureaucracy." . o Say what you want, advertising is the life of business. The fellow who fails to tell the public what he has or what lie wants is losing one of his greatest business opportuni ties. The fellow who tries to make liimself believe to the contrary is bucking a losing game.
