' and arguments, such as have arisen 1 In the past. The session last night was one of the busiest to be held for Sev ern, months. All of the councilman were present, and the room was filled with interested spectators. A committee composed of B. Day, T. II. Ness, C. S. Heinllne and Guy Cordon, apepared before the council and asked for concession rights during the strawberry car nival. The council was advised that the Umpqua Chiefs, who aro In charge of the event, are desirous of bringing a carnival company here for the week from May IS to 2'A, inclusive, and the nature of the contract was explained. It was Rhown that the company Is to be the largest ever brought in for t the annual festival, and that ex clusive concession privileges must be obtained or the event could not be properly handled. The council readily granted the concession rluhts to the I'mnqua Chief:, a!-1 though the committee was advised that the Chiefs would be held re sponsible for the conduct of th: company, and that they would be ; required to see that none of the; games conducted were in violation j of the sBite or city statutes. The committee arreed to this provision, and also announced a willingness to provide extra police to handle : the crowns. f C. 8. Helnline nppeared also for a number of petitioners from th ' west side, who are requesting a ; light .at the west end of the Oak street bridge. This matter was re-, ferred to the light committee as . well as one for a light on the; south end of Moore street. , The request of J. W. Draper for j a culvert at the end of Main street, was referred to the street ; committee for investigation. i The recorder was authorized to pav city warrants amounting to $2049, for the city's share in the paving of Rowe. Flint and Roe streets, which the city paid for ; the surfacing in front of its own property. j Councilman Kidder, chairman of, the street committee, announced j that the Mt. Nebo road ha been ' finished, and that the city's share was 11.277.3"). This road was built at about half of the estimated cost, as the county Ufled Its crew of pris oners from the county jail, cutting the labor cost down. The bill was ordered paid. It was reported by Councilman lies, of the fire and water commit tee, that a thorough Burvey has been made of the Terrace Park ad dition, and it has been found that the district is inadequately pro tected. The committee ud vised the Installation of two new fire hy drants, one at the corner of Reser voir and Terrace avenues, and the other at the intersection of Lane and Glenn streets. The report was approved and as the council deeimd it to be the best policy to have extra hydrants on hand, the recorder was authorized to order four new hydrants. A-compIaint of F. C. FTtzpatrick, that drainage water from Third avenue is running into the base ment of his house, was referred to the health and police committee. The proposition or establishing a crossing from North Pine street to Rast avenue was discussed briefly, but no action was taken,; as the committee desire 1 further , time for Investigation. j Ordinances providing for the as-, sessment of property abutting on j E. Fourth street, which was re-1 cently paved and also for the' grunting of a spur track franchise to the Southern Pacific company, j were read for the third time and 1 passed. It was reported to the council that the county road machinery is j expected to be available to the city! during the week, and that Harvard I avenue and Second avenue south i will be improved within afew! days. I The city engineer was instructed j to inspect 'the Deer Creek bridge and test the soundness of the ! structure to determine whether or j not repairs are needed this year.
