On January 1st of this year we ha1 approx imately $1300.00 left in, our pro hibition fund. I Had we been re quired last year to contribute our share of 150.000.00, we would have had a deficit of almost II, OOe.00. , "I am considering this matter purely from a practical stand point. What the law-abiding peo ple of Douglas County want la the best possible enforcement of the law. In my judgment, that could have been better achieved by leaving the prohibition enforce ment as much as possible in the hands of the local officers, who know local conditions and who are directly responsible for their acts to the people of Douglas county, i do not question the good intentions of the Legislature amending the prohibition law. I only hope that practical applica tion of the amendment will be aa satisfactory as they expect. , "Senator Kddy suggests that an Itemized statement of disburse ments of the prohibition fund be published. Such action, in my judgement, would be equivalent to nullifying the law so far as Its enforcement with prohibition funls is concerned. We have a number of people In this county who have given us much informa tion that has resulted In the con viction of prohibition violations. We have paid for this Informa tion; we expect more Information from majiy of these people. Their usefulness to law enforcement would be gone when their namea were published. The vouchers covering disbursements of the prohibition fund aro subject to nspectlon and audit by the Coun ty Court at' any time. Copies of those vouchers In my office will be exhibited to any person who Is Interested in the matter and who Is a friend of law enforce ment, including Senator Eddy. "I-ast year by the expenditure of 14773.38 we kept Douglaa County In Its place as one of the cleanest counties in the state. We paid approximately one-half that amount to the State Prohi bition Department, for which we. received absolutely nothing. How ever, in Justice to the State Pro hibition program, I will say that this was probably due to the fact that the State Prohibition Com missioner felt that other sections ,nf tbe state needed his help more man aid we. "Whatever may be our opinions as to the wisdom of the. present law.
