The commissioner had po previous experience which quali fied him for the office and Is not temperamentally stilled to the M work which developed upon him. He haH been mirortunate In the se lection: and approval of a number of arents emploved bv him. Some of these agents have been convict ed of crimes before their emplov ent and others were puilty of malfeasance during the term of tbelr employment by tho conils sloner. In two Instances, a chief deputy of the commissioner has as saulled persons placed under arrest by him for the purpose of forclnR confessions from them. The com-' mlsxtoner, however, has Immediate-; ly discharced such employes rs j Boon as their conduct became known to him. It has been difficult for bltn to secure the services of competent and trustworthy men, and the gov ernor has appointed to mnny spe cial neenfs without anv knowledire of their chnracter or qualifications as law enforcement officers. Although sne jclal npenta were xmld by the dis trict nttorneys of the various coun ties, they were required to report to the commissioner and the re sults of their work are credited to the commissioner-as though they were working under his immediate , direction. Johnson, Hutler and Garland urges that there he a change In the office of prohibi tion commissioner without delay. They would strengthen the present act by giving the prohibition de partment twice the amount of money it now receives, under the act. The recommendations signed by Hare and the four representatives follows in full: "A better machinery should be provided fo rthe enforcement of the prohibition laws than the act provided for the enforcement of a prohibition commissioner and agents to be selected by the gov ernor. "The fines and forfeitures ob tained by the various counties in the enforcement of the prohibition laws should be expended for the purpose of enforcing the various prohibition acts. The major por tion of the money thus obtained should be expended under the di rection and control of the district attorneys and sheriffs of the var ious counties. Their work should be supplemented by a "flying squadron" of carefully selected and competent law enforcing of- ficers to be selected by the at torney-general and required to co operate with the various law en forcing officers of the slate. Those officers would be able to perform uabie Bervice In working and co-operating with the Bherifs. "Disregard for lftw is a more serious menace than the evils re sulting from the liquor traffic. The duty of pnforing the laws should be placed squarely upon the shoulders of sheriffs and district attorneys and they should be as sisted by the state officers to be selected as hereinbefore stated.' The recomnn ndations signed by Representative Hurlburt and the four senators follows: "We recommend the continuance of the present law continuing the office of prohibition commission er but that there should be a change In the commissioner with out delay. "We recommend that the funds availnble for the enforcement of the prohibition law be increased to twice the amount of the present sum. "We recommend that of the funds nlloted to the countrhs for the enforcement of the prohibition law. some reasonable portion be made available to the sheriffs tor Independent line in enforcing prohibition." On motion of Senator Mugladry, the senate this fore noon considered the resolution of Senator I tennis submitting to a voto of the people a. constitution al amendment inhibiting the levy of any Income or inheritance taxes until 1940. The vote was 17 for reconsider ation and i:t against. Senator Mugladry yesterday afternoon voted against the resolution and In explaining his motion for re consideration he staled that he was willing to support the amend ment if the resolution was amend edso as to provide as much space in the pamphlet for argument against the amendment as there was provided for argument In its behalf. To this amendment the proponents of the resolution had agreed, he stated. Immediately following the re consideration the resolution was referred to the committee for the amendment as agreed upon.
