The present Legislature is one of the most reactionary that Ore gon has been cursed with lu many years. Not only are the old line politicians trying to disrupt, the primary nominating system, but others who have been classed in the past as more or less progres sive are trying to fasten upon the 'Slate an amendment to the con stitution making It Impossible to enacting legislation permitting twenty-five years and at the same time abolish the Inheritance tax. The steam roller is engaged lu enacting legislation permlttllng the bootleggers and other male factors to appeal to the circuit court when their licenses are re voked by the city authorities. The same bunch is also trying to eliminate the office of the Market agent, an office created at the last session of the Legislature to help the co-operative movement of Oregon, while at the same time President Coolldge and Sec retary of Commeico Hoover says that the only hope for the farmer is along co-operative lines. The well-oiled mmhlne under the con trol of the President of the Senu te, (ius. C. Moser. and lynton G. Ilurdick, Speaker of the llouso, are also trying to give the High way Commission control of the market road funds and permit the funds to be used on the state highway Bystem instead of used, as originally intended, to build up the market roads. The same bunch are trying to put a crimp lu the prohibition laws of the stute, and at the same time en deavoring to kill the child labor amendment, notwithstanding that President Coolldge Is for the amendment and tho Republican platform In the last presidential campaign specifically went on rec ord favoring it. Some day rural people In Oregon will elect genu ine "dirt" farmers to represent them instead of a bunch of corpo ration laweyers. Oregon Grange Bulletin. THK IHY FATHKHH. Andrew Jackson IV., writing from Loa Angeles to Washington asking lor a dry-enforcement job, submits as credentials a remark able bit of dry propaganda that has long been overlooked. It is a medal said to have been pre sented to his great-Krnndtather, President Jackson, In 1834, by the Temperance Society of America, on the occasion of the renuncia tion of liquor by Andrew Jack son, James Madison and John Quincy Adams. The medal bears this certificate, signed by the three presidents: "Being satisfied from observa tion and experience, as well as from medical testimony, that ar dent spirit as a drink is not only needless but hurtful, and that the entire disuse of it would tend to promote the health, the virtue and the happiness or the com munity we hereby express our conviction that, should the citi rens of the United States and especially all young men, discon tinue entirely the use of It, they would not only promote their own personal benefit but the good of our country and the world." If this Is authentic, there must have been more temperance sen timent in those bibulous old days than has been supposed. With such distinguished pioneers In ab stention. It seems strange that temperance by legal enforcement was so long delayed. Kugcne Uuglster. This is characteristic of tho way Oregon legislators evade their duty. A small bloc of wetfuro workers, profiting by the examplo of the Anti-Saloon league, has been exerting pressure upon tho individual legislators nnd threat ening their future political ambi tions and thus made cowards of them all. Every legislator secretly v.-ants to be governor, or congressman or senator or some other political honor und so runs along. the lined of least resistance. Puttering after Governor Pierre, 'who hi the perfect flower of tho Oregou sys tem, the legislators are for any thing that has any organized sup port back of it and might be a stepping stone to preferment. Few have character enough to stand Tor the right as they see It, mere windmills that veer with popular breezes. Without platform or par ty responsibility or solidarity, it is an eusy matter to keep them turning. During the last campaign, all the politicians, Including the three presidential candidates were for the amendment because they thought It meant votes. Thnt por tion of the press that trims for popularity was also for it. After the election, however, Icgirdutors found that the people did not want it. Wherever submitted to a referendum It was overwhelm ingly defeated. Farmer organiza tions joined manufacturers lu op posing it. While tho Oregon legislature has been evading Ihe issue and trying to sidestep tho amendment has been rejected by nearly all other legislatures. Thro of the stutes havo ratified, Arkansas, Arizona and California. Nineteen states havo rejected It, Georgia, Delaware, North Carolina, South Carolina, Louisiana, Texas, I'tati, Kansas, Temit'SHcc, Oklahoma, Ohio. Washington, North Hakotu, South Dakota, Wyoming, Nevada, Connecticut and Indiana. Masa chusi'ttH rejected n referendum. In two slates it has been rati fied by one house.
