In a letter advising President Coolldge of the step, Secretary Mellon said he was 'not entirely clear as to the Ideas of the agri cultural committee, which suggest ed that the farm loan board "take Borne aggressive steps which would open up to competitive mar keting associations the proper line of credits." Tho secretary declared the board always had been ready to meet the legitimate demands of cooperative organization but was willing; to look over the situation again and take wha'ever further steps are possible. The secretary suggested that there must have "been some mis understanding" with respect to this phase of the agricultural com missions report. "The intermediate credit hanks," he said, "have loaned ov er 144.000,000 to tho co-operative marketing associations as against 18,000,000 rediscount, and have at all times been ready to meet any legitimate demands of the co operative marketing associations. A bill designed to encouruge co operative markeiing was introduc ed today by Representative Dlcks inson, republican, Iowa. It would provide for expansion of the bur eau, of economics anil marketing in the department of agriculture and for creation of a marketing council to bo composed of four members appointed by the presi dent with senate confirmation to hold the positions permanently. In addition an advisory body would be organized from various co-operative marketing Krouif. ator Upton s bill authorizing the city of IJend to exchange water taken from the liesehutes river for a similar amount of water from Tumalo creek for municipal purposes. "All of the water from Tumalo creek has been appropriated for use on the Tumalo project or on lands within the liesehutes coun ty municipal improvement dis trict," said the veto messago. "The stato has expended $l.',0.000 on the project and the district has ex pended an additional ICf.o.ono. The existing rights of the Tumalo district cannot be taken away by leg'slatlon, but tho city should have the right to -cure lis supply upon paying pro-jU per compensation to the district." II The bill provided that the city he given a right to tako wnter from Tumalo creek, giving In ex change with an irrigation project the right to lake water from De schutes river. Portia's father was . old-fashioned In the days of Shakespeares famous heroine, buy ing and selling were contests of wits. In Venice, hag gling and dickering were the vogue. Along the Rialto, sharp practice was the rule. Every purchase of silk or spices was made at the buyer's risk. One had to be a shrewd judge of values and one's fellows to escape trickery. Portia's 'father a merchant was used to the ideas of guess, luck and accident. So much so, indeed,' that it seemed natural to him to entrust the choice of his daughter's husband to three closed caskets and a lucky guess ! , Nowadays, we do not transact business blindly nor leave important decisions to chance. It'is not necessary for us to gamble when we buy. Commodi ties are identified for us by trade-marks. Manufactur ers go to the advertising colymns 'to tell us about their products.
