Jan. 29. Assistant At- lorney (ieneral John W.,('i im began the final argument for the prosecu tion in the veterans' bureau con spiracy trial today. Crim vigorously attacked the de fense argument that Elian H. Mort imer, the chief prosecution witness had been accepted as n man of high social standing In Wash in g- 1 ton because of his professed friend ship with President Harding, "O. the sins the friends of War , ren Harding visited upon him," he 1 i"t claimed. I "O, that they had stayed awuy from Washington! O. his untimely death, that he might be alive today to tell -how lie was duped by his friends!" Thegvrosecutor previously had re called testimony thr.t Francis K. Pope of Spokane, Wash., had been j invited in the summer of 19:23 to particlpete iu a syndicate to pur chase the government's wooden fleet. Charles U, Forbes, former direc tor of the I'nited Stales veterans'! bureau and J. W. Thompson,' wealthy building contractor of Chi-! cago, and St. Louis, went to trial t arintor November 21 last, charg-j , )M, w itn cons, tirHry to defraud the government. j The proceedings grew out of i charges of corruption, collusion and j loose management in the veteran's bureau under Forbes In 1021 and; lir'2, related before the senate In-j vestlgatlng committee iu 1923 by' Flias H. Mortimer, Washington I agent, and self-styled "snipper of official red tape. Thirty three overt acta were charged In the Indictment on which the trial was based, among them conspiracy to prevent free competitive bidding, favorites for certain contractors In lht an nouncement of contt ni plated pro ject, and tin passing of confiden tial Information relating to selec tion of sites. Tho prostcutlon contended that, Thompson nnd his partner, the lati J. W. Black of St. Louis, enterej into a conspiracy wiih Mortimer' and Forbes in 1922 to secure pre ferential treatment for the bids of the subsidiary and associated com panies of Thompson und Black. ! Mortimer, who posed as a close friend of President Harding. It was said was taken Into the enterpifses because of his pretended influence wilh Forbes. The plan then devel oped, according to the govern ment's presentation, was for the di vision of the entire nation-wide program of veteran's hospital con struction, Involving some $i?,0uuy UUO. Defense counsel claimed In their closing argument that every detail ed chaigo of the prosecution bd been refuted. They argued the en tire case of the govrnment was bas ed upon the uncorroborated testi mony of Mertimer. a protected gov ernment informer, and that every allegation was by that fact alone I but beyond the pale of credibility. A scruthing attack upon Mortimer's character and reputation was a part of the defence effort. Mortimer j lie enure inigiuien. u wuh assert ed, was found upon "a v( monous j cock-and-bull story from a rever ence witness." In addition, voluminous docu mentary evidence was offered in support of the contention that I or bes was motivated by the best Interests of the disabled veterans. tmXXF!Jj ASKS IMMl'XITV.
