The commission also explained the reason for providing for the full health unit, which brings to the county $5,580 from the Rockefel ler Foundation fund, and gives full time health service in the county. The commission mado few chang es in road district budgets, abiding by the vote ot the taxpayers in such districts. Most of the money saved by the commission in the levies of the var ious school districts was saved by taking Into account the money which was on hand at the end of the school i year. Most of tho budgets ignored 1 ; the cash on hand, one district hav ing over $4,000. Although it was claimed that this amount was for a new school building, no such pro-, ! vision was included in the budget. Regarding tho court house fund, I I the report says: "During the war; the sum of $50,000 was invested in Liberty llonds for the purpose of , providing a fund for the construe-1 tlon of a court house. Tho interest accumulated on this fund, amount ing to Bonv'tbing over $10,00. was borrowed for the purpose of con structing a verv mm h needed road. , There is no difference of opinion , about the necessity of a new court 1 house. A committee appointed by the Douglas County Court express ed for Ihe purpose of Investigating and reporting regarding the con struction of a new court house h-u recommended a small levy for a period of five years, which added to tho $50,000 on hand would prob ably be sufficient to construct such a court house as Douglas Counay re quires. It Is the opinion of tho com mission that the money on hand, to gether with tho interest thereon. should be scrupulously reserved for the purpose of construction, aud that the report of the committee should be rigidly followed. The levy recom mended by the committee was not made by the county court for the reason that It could not be done without exceeding the six per cent limitation. It Is the opinion of the commission that the need for a court house, in order to protect tho in valuable records of the county, ns well as provide suitable offices for all county officials, is so urgent that reductions should be made in other departments rather than de lay the construction of a court house. Jt Is a pleas ure to be able to report the fact that the tax reduction in Douglas County cannot be made to any large ex tent without more or lens injury to some needed public enterprise.
